Hourly Range: $24.68 - $48.92 (external candidates may not be placed above Step 6 $32.72 due to contractual requirements)

Detailed Description DUTIES & RESPONSIBILITIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Creates and maintains filing system for active and inactive cases;
  • Moves inactive cases to storage (either physical or electronic) on a scheduled basis;
  • Maintains accurate docket of cases;
  • Prepares case status reports;
  • Conducts initial screening of telephone inquiries;
  • Schedules and confirms meetings, witness interviews, mediations and site visits for attorneys;
  • Schedules and confirms hearings;
  • Drafts hearing notices and confirms receipts of notices from opposing parties and administrative tribunals;
  • Attends witness meetings;
  • Prepares exhibits for evidentiary hearings;
  • Assists with hearing and trial preparation;
  • Assists with investigations of internal and external employee complaints, including, but not limited to, fact finding, witness interviews, requesting documents, security reports, surveillance videotapes and other evidence;
  • Assists with the preparation of PowerPoint presentations and other training material;
  • Coordinates document request responses to outside counsel and administrative tribunals;
  • Photocopies and compiles exhibits to attach to affidavits for record proceedings before the local and state board of education and administrative tribunals;
  • Responds to personnel file production requests, redacting all Personal Identifiable Information;
  • Files written responses before the Equal Employment Opportunity Commission (or its local offices), Maryland Commission on Civil Rights, Local Board of Education, State Board of Education, Circuit Court, Court of Special Appeals, Court of Appeals, U.S. District Court(s) and the Fourth Circuit Court;
  • Formats draft documents into final draft form;
  • Reviews written responses for grammatical errors;
  • Drafts and responds to routine correspondence to opposing counsel, hearing examiners, Administrative Law Judges, Board office representatives, State Board of Education representatives, EEOC or other administrative bodies and courts;
  • Prepares correspondence for attorney signature;
  • Initiates file review, creation and organization;
  • Prepares synopsis of issues and procedural history when presented with a new file;
  • Utilizes federal rules, Maryland code, and Code of Maryland Regulations;
  • Researches LEXIS for precedential statutes, regulations, case law(s) and rules;
  • Reviews and summarizes hearing transcripts;
  • Contacts clerk of court, Board offices, administrative bodies and judges' chambers to determine the status of pending motions;
  • Scans and sorts all incoming mail;
  • Keeps attorneys' calendars accurate and up-to-date; and
  • Performs other duties as required.

QUALIFICATIONS:

  • Knowledge to examine and summarize hearing transcripts;
  • Knowledge of general employment and anti-discrimination law;
  • Knowledge of county, state and federal EEO procedure;
  • Knowledge of Federal Rules of Civil Procedure and Maryland Rules;
  • Proficient in Microsoft Office Suite;
  • Knowledge of all phases of litigation;
  • Excellent oral and written communication skills;
  • Excellent organizational skills and attention to details;
  • Excellent judgment skills;
  • Ability to work independently;
  • Ability to work and maintain confidentiality of sensitive information;
  • Strong interpersonal and relationship building skills;

  • Ability to review, organize, and summarize case-specific documents;
  • Ability to produce high-quality work products;
  • Ability to maintain complex calendar and efficiently update.

EDUCATION REQUIREMENTS:
Bachelor?s degree from a accredited college or university required; minimum of five (5) years of paralegal experience employment litigation; considerable experience in progressively responsible administrative work or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
CERTIFICATION REQUIREMENTS:
None required.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
