Kansas Racing and Gaming Commission

The KRGC’s primary mission is to ensure that gambling at facilities with state owned casino games and pari-mutuel racetrack gambling is conducted with integrity. As a regulatory agency, our chief mission is to seek compliance. As a criminal justice agency, our charge is to enforce the law. We take these responsibilities seriously, and we require our licensees do as well.

At the present time, all pari-mutuel licenses for horse and dog racing in Kansas have lapsed and been revoked. No pari-mutuel racing has been conducted in Kansas since August 2008. The KRGC is currently responsible for the regulation of the Boot Hill Casino and Resort in Dodge City, the Kansas Star Casino in Mulvane, the Hollywood Casino at Kansas Speedway in Kansas City and the Kansas Crossing Casino and Hotel in Pittsburg.

Position Summary & Responsibilities

Job Description:

Take illegal gambling complaints from the public and governmental agencies as needed and respond via phone or email. Document all complaints and inquiries from the general public, law enforcement and media and record in the Illegal Gambling spreadsheet. Prepare quarterly illegal gambling reports to the Commission. Prepare cease and desist letters, assist in presentation preparation, including graphs and diagrams, and conduct related internet research. Prepare periodic and annual forfeiture reports for the KBI.

Draft legal documents and reports for review, approval and use by attorney, including new or amended agency regulations, civil forfeiture notices, summary proceeding orders and other documents as requested by supervisor. Format and track administrative regulations, from drafting to commission preliminary approval to final publication in the Kansas Register.

Compile administrative documents and maintain historical working files. Compile information, and prepares notices, pleadings, notebooks and orders as instructed by supervisor or staff attorneys, and maintain and update files on matters as directed. Track Disciplinary Review Board and civil cases.

Coordinate and compile requests for records under Kansas Open Records Act and subpoenas for attorney review and approval as directed, and assure that all responses are served in a timely manner.

Prepare correspondence for attorney review and signature. Diplomatically coordinate with other government agencies and the public, including during the regulation approval process and in handling illegal gambling complaints and inquiries.

Provide backup reception duties to cover vacations, sick days and breaks (on rotation with other staff).

Maintain desk procedures manual and document retention guidelines. Manage files going to storage.

Prepare for monthly commission meetings, including drafting documents and performing related duties:

  • Prepare meeting Agenda and meeting-specific licensing action forms;
  • Attend meetings, take notes, prepare Minutes from notes and recordings;
  • Assemble and mail commissioner packets;
  • Send notices, reserve meeting room, set up before and tear down after meetings (podium, bottled water, name plates, commissioner a/c priv packets, etc.);
  • Transcribe portions of meetings as requested.

Administer the Voluntary Exclusion Program (VEP):

  • Review applications from agents for completeness and follow up to ensure all required documents are present;
  • Create new paper files and scan/drop documents in electronic files;
  • Input application data into multiple spreadsheets;
  • Create monthly reports and charts for commissioners and executive director;
  • Update IDPoint licensing system with new applications, correspondence and trespass violation documents;
  • Answer phone calls from VEPs who have general questions or questions about being removed from the program;
  • Generate and mail correspondence to VEPs as needed.

Administer the Kansas-Bred Program:

  • Receive and process applications from horse owners;
  • Communicate with applicants via phone, email and written correspondence.


Qualifications


Minimum Requirements:

  • Minimum 2-3 years of experience in general office, clerical or administrative support work;
  • Formal paralegal training strongly preferred (two-year degree in legal studies and/or paralegal certificate);
  • Knowledge of legal terminology, concepts, practices and procedures with administrative law focus;
  • Strong English, spelling, grammar and arithmetic skills;
  • Ability to format letters, memos and reports;
  • Ability to operate and perform minor maintenance on various office and communications systems (e.g., add paper to copy machine; remove jams; operate fax machine);
  • Knowledge of horses desirable but not mandatory;
  • Ability to use discretion regarding confidential material and to understand the legal code of ethics;
  • Establish and maintain effective working relationships with associates and the public;
  • Express ideas effectively, orally and in writing;
  • Understand and follow written and oral instructions; read and comprehend written material; operate personal computers and various office equipment; use word processing, spreadsheet and database applications, including the ability to create simple functions and macros, tables and forms; proofread and edit for grammar, spelling, syntax and style; detect discrepancies in information or records; calculate solutions to arithmetic problems involving addition, subtraction, multiplication, division and percentages; record, file and transmit information; plan, organize and manage project workload.
