Responsibilities

As a recognized expert in a broad range of legal issues affecting health care providers with significant transactional experience, the Assistant General Counsel provides legal advice, counsel, and representation of Legacy Health to ensure conformity with applicable laws and regulations. The Assistant General Counsel manages all areas of regulatory compliance, business planning, contract negotiation and preparation, review and development, and other areas as assigned by the Chief Legal Officer. The Assistant General Counsel will deal with highly confidential activities. Assignments usually involve unique or complex legal issues. The Assistant General Counsel exercises a high degree of independent judgment, sets his or her own objectives with guidance from the Chief Legal Officer, and decides how to proceed to resolve difficult problems following Legacy and Legal Services policies.

General Accountabilities And Essential Functions
  • Provide legal advice, support, counsel, and other legal services as necessary to Legacy Health and its operating units.
  • Negotiate, structure, and implement both employed and independent physician agreements.
  • Draft and review transactions, professional service agreements and other documents of legal import.
  • Represent Legacy Health and its operating units in certain limited judicial and administrative hearings and coordinate with outside counsel regarding such hearings.
  • Assist in the planning and implementation of the strategies for the Legal Services Department including staffing, budgeting, and use of outside counsel.
  • Advise management on the legality of proposed actions that may affect short term and long-range programs and recommend solutions to address such issues.
  • Review legislation, case law, administrative rulings and other developments to determine legal impact for Legacy Health.
  • Perform legal research and provide written advice on legal issues as requested.
  • Serve as a liaison with the legal community fostering the interest of Legacy Health to legal organizations and associations.
  • Advise on a wide range of legal and healthcare regulatory issues with an eye for collaborative problem solving, with a specific focus on the organization’s employed medical group.
Qualifications

Education: Law degree with demonstrated achievement.

Experience: Minimum of 2 years legal experience, preferably in healthcare law. 4-5 years experience strongly preferred.

Skills: Adept contract negotiator. Ability to structure, negotiate, and document transactions of all kinds. Ability to work independently and with diverse groups of physicians and other health professionals. Excellent oral and written communication skills.

Licensure

Admission to the Oregon State Bar or the bar of any state qualified to take the Oregon State Bar. If not presently admitted to the Oregon State Bar, admission to Oregon State Bar promptly following employment is required.
