Duties

Summary

The primary purpose of this position is: Provide subject Matter expert legal counsel and services to the United States Air Force Civil Law and Litigation Domain (AF/JAC), The Judge Advocate General (TJAG), and Air Force legal offices worldwide, as well as to clients at Headquarters Air and Space Forces and the Secretariat. The incumbent will serve as the Senior Attorney Advisor, Government Ethics, Military Personnel, Constitutional, and Installation Law and as the key coordinator and advisor.


Responsibilities

  • Serves as the Subject Matter Expert and principal advisor to Air Force and Space Force personnel, to include TJAG, Air and Space Chiefs of Staff and Secretariat in the areas of law, including, but not limited to Government Ethics, Military Personnel.
  • Serves as the Subject Matter Expert and principal advisor to Air Force and Space Force personnel, to include TJAG, Air and Space Chiefs of Staff and Secretariat in the areas of law, including, but not limited to Constitutional and Installation Law.
  • Represents the Civil Law and Litigation Domain before a variety of installation and functional area organizations.
  • Develops, or oversees development, of legal training for the Air Force in the areas of Government Ethics, Military Personnel, Constitutional and Installation Law topics.
  • Provides leadership and assists in the direction of the daily planning, managing, and execution of diverse functions within the Civil Law and Litigation Domain where decisions have an Air Force-wide impact and application.

    • Must have a law degree (Juris Doctor (JD)) from a recognized law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia, or other Federal Bar, as appropriate
    • Must be a graduate of an ABA-accredited law school
    • Employee must have at least three (3) years experience as a practicing attorney in at least five of the following areas of practice: government ethics; travel law, military personnel law, installation law, Constitutional law, administrative law.
    • Employee must adhere to the Air Force Rules of Professional Conduct.
    • Employee must file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter

    Qualifications

    GENERAL REQUIREMENTS:
    • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
    • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
    In addition to meeting the Basic Requirement, applicants must meet the Specialized Experience requirements:

    SPECIALIZED EXPERIENCE : Applicant must possess professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as: Knowledge of various titles of law necessary to independently identify and analyze both issues of fact and issues of law with relation to government ethics, military personnel, Constitutional, and installation law.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of applicable law pertaining to the specialized areas of government ethics, military personnel, Constitutional, and installation law, in order to provide legal advice and counsel to command and management and represent AF interests.

    2. Knowledge of various titles of law necessary to independently identify and analyze both issues of fact and issues of law with relation to government ethics, military personnel, Constitutional, and installation law.

    3. Knowledge of advance legal research, problem analysis, problem solving, and interpreting laws, directives, and policies, and the ability to apply that knowledge to make decisions or recommendations that may result in significantly changing, interpreting, or developing important public policies or programs.

    4. Knowledge in the area of government ethics, military personnel, Constitutional, and installation law, including legal issues involving political dissent, protest, representational, and organizational activities, in order to respond to congressional inquiries; review Air Force Instructions and regulatory issues, and to provide legal support and guidance.

    5. Knowledge of DoD and Air Force structure, chain of command, and operational procedures.

    6. Skill in written and oral advocacy and communicating legal information or opinions.

    7. Ability to mentor, train, and guide other counsel and paralegals in research, analysis, and evaluation of complex and difficult legal questions in developing appropriate and effective legal strategies.

    8. Ability to liaise with external offices, agencies, and organizations to successfully present Air Force positions, build consensus, and form effective working relationships.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Education

    Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
