About the Job:

The individual is a member of the MPH Legal Team and works closely with the general counsel, providing legal advice and assistance in all matters relating to MPH. The assistant general counsel coordinates many MPH legal issues and supports the MPH Team to ensure that business objectives rest on a solid legal foudation. The assistant general counsel has frequent interaction with legal counsel of other state agencies as well as legal staffs of the private-, research-, and academic-sector organizations with which MPH partners.

A Day in the Life:

The essential functions of this role are as follows:


  • Support many MPH legal initiatives;
  • Prepare and render legal opinions to the MPH Team, as requested;
  • Provide legal assistance in the drafting of documents, agency policy, rules and regulations, or other legal or related papers, upon request;
  • Draft and negotiate MPH contracts, memoranda of understanding, and data sharing agreements;
  • Liaise with MPH Engagement Team with respect to data sharing engagements; support legal aspects of data sharing;
  • Support agency interests in the event of agency litigation; coordinate legal matters with outside counsel;
  • Keep the general counsel abreast and up to date regarding any matters within the assistant general counsel's responsiblities that are likely to have a significant impact on the agency;
  • Develop and facilitate the implementation of ideas for cost savings and efficiency;
  • Manage MPH legal needs in a manner that enhances the agency's ability to provide timely, accurate, and friendly customer service to the MPH constituency and Hoosiers across Indiana; and
  • Perform all other duties as assigned by the general counsel.

What You'll Need for Success:

  • Admission in good standing to the Indiana State Bar;
  • Advanced knowledge of laws, regulations, and opinions related to information access, privacy, and security;
  • Thorough knowledge of the structure of Indiana State Government with specific focus on the Office of Management & Budget and it's various agencies;
  • Ability to draft and negotiate legal agreements;
  • Ability to comprehend, analyze, interpret, and correlate very technical legal documents;
  • Ability to work alongside a tech-focused team and enhance the team's efforts from a legal and strategic perspective;
  • Must possess a 'get to yes' mindset, incorporating creative legal solutions to address complex challenges;
  • Must possess strong writing and communication skills and be able to present ideas and opinions clearly in verbal, written, and electronic form;
  • Must be able to discharge all job responsiblities with integrity;
  • Ability to treat all state employees with respect;
  • Ability to maintain effective working relationships with partner/opposing counsel in public and private organizations; and
  • Ability to handle complex operational issues.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
