Duties

OCC provides legal advice on a wide range of issues to all agency offices, divisions and regional field offices. OCC works closely with other Department of Homeland Security (DHS) components and directly interacts with other federal agencies, state/local governments, international governments and private sector entities, in support of the country's cybersecurity and infrastructure security missions.

The primary purpose of the position is to serve as an Attorney Advisor. The incumbent is responsible for rendering legal and policy advice to CISA staff members.

Typical work assignments may include:

Working with Senior Attorney Advisors to provide written and oral counsel, legal reviews, opinions, or decisions in the application of Federal laws to the programs conducted or assisted by CISA divisions and to CISA policies.

Performing legal analysis and research, conducts or participates as necessary in meetings, conferences, and consultations, prepares memoranda and opinions, and maintains continuing liaison with clients.

Working with Senior Attorney Advisors to provide advice and guidance to attorneys in the CISA OCC and contribute to the formation of CISA-wide policies.

Participating in conferences and meetings with representatives of other Executive Departments and agencies, industry, and the public regarding legal matters of interest.

Representing CISA in conferences and meetings with representatives of other Executive Departments and agencies, industry, and the public in regard to legal matters of interests.

Qualifications

To qualify for this position you must meet the following requirement:

Be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or District of Columbia, and a graduate of a law school accredited by the American Bar Association.

In addition to the above requirement you must satisfy the minimum education and experience standards for this position as defined below, in the absence of a qualifying exception to the standard.

GS-11: You may qualify for the GS-11 grade level (starting salary $55,756) if you possess at least the first professional law degree (LL.B. or JD); or the second professional degree (LL.M.).


GS-12: You may qualify for the GS-12 grade level (starting salary $66,829) if you possess at least the first professional law degree (LL.B. or JD); or the second professional degree (LL.M.).

AND

You must have at least one year of specialized experience that is commensurate with the duties and responsibilities of the position. Specialized experience is defined as: providing legal advice and support on matters related to cybersecurity and/or experience providing legal counsel and guidance on matters related to an agency's or organizations' activities and mailers involving an agency's or organizations' initiatives, operations, programs, and policies.

GS-13: You may qualify for the GS-13 grade level (starting salary $79,468) if you possess at least the first professional law degree (LL.B. or JD); or the second professional degree (LL.M.).

AND

You must have at least two years of specialized experience that is commensurate with the duties and responsibilities of the position. Specialized experience is defined as: providing legal advice and support on matters related to cybersecurity and/or experience providing legal counsel and guidance on matters related to an agency's or organizations' activities and mailers involving an agency's or organizations' initiatives, operations, programs, and policies.
