Role Description:
Arcadis is seeking a skilled
Permitting & Environmental Compliance Manager to join our team in New York to support the Gateway Hudson Tunnel Project (HTP) — one of the most consequential infrastructure programs in the United States. This role is essential in ensuring the project complies with all environmental, regulatory, and permitting requirements from planning through delivery.
As part of the MPA Delivery Partner team, selected by the Gateway Development Commission, you will contribute to a project designed to strengthen mobility, enhance resiliency, and ensure long-term reliability along the Northeast Corridor. This is a rare opportunity to help deliver one of the most ambitious transportation projects in the country, ensuring environmental stewardship and regulatory compliance every step of the way.
Role Accountabilities:
Permitting & Regulatory Compliance
- Lead the management of all permits, approvals, and regulatory requirements, including NEPA commitments.
- Ensure compliance with federal, state, and local regulations (e.g., USACE, EPA, NJDEP, NYSDEC).
- Act as primary liaison with regulatory agencies and provide technical guidance to project teams and contractors.
Monitoring & Reporting
- Develop and implement monitoring protocols to ensure project activities meet permit conditions and commitments.
- Prepare and submit compliance reports to agencies and maintain accurate documentation.
Collaboration & Communication
- Work closely with engineering, construction, environmental, and legal teams to integrate permitting requirements into project delivery.
- Communicate expectations to contractors and subcontractors, providing training and support as needed.
- Identify potential compliance risks early and propose mitigation strategies.
Stakeholder Engagement
- Engage with agencies, stakeholders, and community groups to resolve permitting issues.
- Support public outreach activities related to environmental compliance.
Required Qualifications:
- 5+ years of experience in environmental permitting or compliance, ideally on large-scale infrastructure projects.
- Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resource Management, or related field.
- Strong organizational skills, attention to detail, and ability to collaborate across disciplines.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $130,000 - $175,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
