Summary

What General Information Do I Need To Know About This Position?

With an emphasis on high ethical standards, excellence in public service and the delivery of quality legal services, the Office of the Solicitor performs the legal work for the Dept of the Interior. The Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.

The selectee will be entitled to a cost of living allowance of 2.86% in addition to the basic salary.


Responsibilities

As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Alaska Region, Anchorage Regional Office, located in Anchorage, AK your specific duties will include:

  • Provides legal review and analysis of written instruments prepared by the Bureau of Ocean Energy Management (BOEM) in carrying out its administration and management of offshore oil and gas leasing including, but not limited to, the Outer Continental Shelf Lands Act and National Environmental Policy Act (NEPA) environmental assessments and environmental impact statements.
  • Participate in briefings and meetings as well as provide legal review and support regarding BOEM planning activities pursuant to NEPA on a variety of issues.
  • Provide counsel regarding the Outer Continental Shelf Lands Act, the Endangered Species Act and other laws as they pertain to offshore oil and gas leasing, exploration, and development, and information access (Freedom of Information Act and Privacy Act).
  • Handle litigation and responsibilities associated therewith (i.e. conduct extensive research, analysis and interpretation of legal theory, laws, regulations court decisions and other legal documents in the preparation and presentation of assigned litigation).
  • Work closely with agency personnel, and attorneys within the Solicitor's Office and with the Department of Justice and U.S. Attorney's Office in briefing litigation, responding to discovery, and developing legal theories of cases.
  • Confer with, and timely advise, senior attorneys for the Department of the Interior and management officials within the agency involved in the litigation regarding the progress and significant developments in litigation.

    Qualifications

    In order to better assess your qualifications for this position, when preparing your resume please address your experience in or familiarity with the following subject matter areas and legal authorities: Outer Continental Shelf Lands Act; National Environmental Policy Act; Marine Mammal Protection Act; Endangered Species Act; other laws as they pertain to offshore oil and gas leasing, exploration, and development; and, information access (Freedom of Information Act and Privacy Act). In addition, please address your experience in or familiarity with the following areas of legal work: researching and writing legal memoranda and opinions, and providing legal advice or recommendations to clients, judges, and/or senior attorneys; litigating in Federal court and preparing litigation documents as needed; evidentiary privileges and e-discovery, including familiarity with technology associated with the electronic search, retrieval, and review of documents; and, familiarity with Microsoft software applications (MS Word, Excel, etc,), Adobe Acrobat, Windows, and email clients.

    Basic Qualification Requirements
    Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

    Applicants must also meet one of the following:

      • -possess at least 1-year of professional legal experience following law school graduation; OR
      • -have a second professional law degree; OR
      • -meet any of the criteria indicated below:
      • (a) academic standing in top one-third of law school graduating class;
      • (b) graduation with academic honors;
      • (c) significant participation on the law school's law review;
      • (d) significant participation in the law school's moot court competition;
      • (e) significant participation in a clinical legal aid program;
      • (f) significant summer law office clerk experience; or
      • (g) other equivalent evidence of clearly superior achievement

    GS-12/13/14: In addition to meeting the basic qualification requirements described above, applicants must also have the following additional years of professional legal experience for the grade level indicated:

      • -GS-12 = 1 year
      • -GS-13 = 2 years
      • -GS-14 = 3 ½ years
