Job Description

Primary Purpose

Assist the Project Director in administering EPC and other primary contracts. Initiate, track and monitor contract changes, deliverables, correspondence and risks, and maintain associated documentation. Use standardized processes and tools to blend contract compliance with commercial know-how and practicality and focus on contract compliance and risk mitigation, protecting and enhancing margins. Transportation Worker Identification Credentials (TWIC) will be required.

Travel to Houston/project site to attend project meetings and Bid Evaluation Sessions. Relocate to Houston/Port Arthur during the course of the project execution through Commercial Operation.

Duties and Responsibilities

  • Researches contractor/vendor/supplier capabilities.
  • Identifies a pool of candidate contractors/vendors/suppliers for project consideration.
  • Assesses customers/stakeholders needs.
  • Develops contractual requirements/specifications.
  • Utilizes established templates for solicitation of product/services required.
  • Assures all pre-determined timelines are met.
  • Manages the competitive bidding and selection process.
  • Analyzes submitted bids against established selection criteria.
  • Formalizes information in preparation for negotiations.
  • Sets negotiation targets to achieve maximum value.
  • Negotiates contract terms, pricing and payment schedules, ensuring that the agreements with vendors/suppliers are commercially advantageous.
  • Ensures that the supplier selection is consistent with the sourcing strategy and established selection criteria.
  • Ensures that the selection and contractual commitments comply.
  • Collaborates with other members of JV, or appropriate Stakeholders, as needed, to engage knowledge experts with a particular product category.
  • Engage them in contract strategy discussions as appropriate.
  • Intervenes, analyzes, manages and resolves business conflicts between the company and the vendors/suppliers.
  • Manages ongoing life cycle of the agreement including any potential amendments to product/service price and/or terms and conditions, contract performance against commitments, and compliance to agreed terms.
  • Proactively identifies savings/value opportunities throughout the life cycle of the contract.
  • Collaborates with all areas of JV to ensure vendor partners are effectively managed and contract is fully leveraged.
  • Conducts quarterly/semi-annual business reviews with vendors that represent significant spend.
  • Responds to complex inquiries regarding contract obligations and revisions.
  • Manages Risk Register; facilitates Risk analyses meetings; identifies risks and issues, suggests and follows up on alternatives that lead to the best solution.
  • Reviews and manages contractual obligations of the parties and provides continual review to ensure that all terms and conditions are met.
  • Develops and maintains contract database.
  • Prepares and disseminates information regarding contract status, compliance, modifications, etc.
  • Implements the Contract Management processes.
  • Acts as the primary contact between the project team and/or business unit and Legal, ensuring that all legal and contractual matters are addressed efficiently and promptly.
  • Informs the project team of the requirements of the contract and monitoring compliance.
  • Develops and integrates contract management tools, templates, methods and processes for the engagement.
  • Actively involved in regional and global Contract Management initiatives.
  • Manages Change Orders Claims; and works closely with Legal Team and Management Team.
  • Works in conjunction with the Project Controls, Engineering, Construction and Management Teams for execution of the EPC Agreement.
  • Performs other duties as assigned (no more than 5% of duties).

Qualifications

Education

  • Bachelor's degree in Business or related field is required.

Experience

  • 8+ years of related professional experience in energy and contracts management. Required
  • LNG experience. Preferred
  • Experience with day-to-day management of complex outsourcing arrangements. Required

Knowledge, Skills and Abilities

  • Possess comprehensive knowledge of general corporate business practices, government and commercial contracting regulations and principles, subcontracting practices, and accounting and finance principles.
  • Strong contracts negotiation skills.
  • Able to resolve contracts and pricing issues.
  • Able to advise and interact with all levels of management.
  • Able to demonstrate excellent analytical and mathematical skills.
  • Excellent oral and written communication and negotiation skills.
  • Proficiency using Microsoft Office software, Outlook Email, Instant Messaging, SharePoint preferred.

Licenses and Certifications

  • Certification (i.e., CFCM, CCCM, CPCM). Preferred
  • National Contract Management Association (NCMA) membership or International Association for Contract and Commercial Management (IACCM). Required
Work Schedule
 
HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
