Job Description:
This position is for a Senior Counsel supporting the L3Harris Public Safety and Professional Communications (PSPC) business. As Corporate Counsel for PSPC, this position has responsibility to serve as the general counsel for the PSPC Sector responsible for managing all legal matters arising within the PSPC business, serve as a counsel for and member of the PSPC senior leadership team and provide timely, accurate relevant legal advice in support of the PSPC business teams. This position will report to the Communication Systems Vice President, General Counsel with indirect reporting (dotted line) to the President of the PSPC Sector.
Responsibilities include but are not limited to:
- Provide proactive and practical legal counsel and guidance to PSPC business management and functional staff in regard to all general and specialized legal matters including federal, state and local law compliance as well as with a wide variety of international and commercial business transactions.
- Support PSPC contracts staff in the review, negotiation and approval of customer contracts and to ensure ongoing compliance with applicable laws, regulations and contractual requirements.
- Partner with PSPC leaders to assess, predict and manage legal and other risks in a growing business operating in mission-critical, high-risk environments and put in place appropriate measures to mitigate such risks.
- Counsel PSPC leaders regarding all legal issues related to their business, including day-to-day legal advice, legal issues that arise in strategic planning and changes in market approach, contract performance issues and disputes, and changes to laws and regulations that may impact the business.
- Manage disputes, protest and litigation matters. Implement strategies related to dispute resolution and settlement.
- Collaborate with operational, subcontracts and supply chain leadership to ensure that contractual and operational risks assumed by PSPC are flowed down to subcontractors and suppliers.
- Select (in accordance with LHX legal department policies and procedures) and manage outside attorneys in close consultation with the CS Segment General Counsel for certain legal matters and disputes.
- Develop, maintain and apply legal, compliance and business processes, practices and guidelines to promote timely and smooth contract performance and risk mitigation.
- Ensure that PSPC sector practices and procedures comply with federal, state and local laws and regulations, and are consistent with applicable corporate policies and procedures.
- Coordinate the Communication Systems Vice President, General Counsel and, as necessary, members of the L3Harris Corporate legal department.
- Maintain a high level of proficiency on current laws and implementing regulations, and coordinates with PSPC staff to develop and deliver timely training, as appropriate.
- Collaborate with teammates within the CS Segment Legal Team, help make the team and the legal department meet the standards of “best in class” and have fun while doing it!
- Willingness to travel as business needs require.
Basic Qualifications:
- Juris Doctorate degree from an accredited law school and a state bar membership.
- 13-15 years of government contracting, including state and local contracting, and commercial transactional experience, either with the U.S. government, state government, law firm or as an in-house counsel.
Preferred Skills:
- Prior in-house experience, and experience with drafting and negotiating technology or software agreements is a plus.
- Strong legal, analytical, negotiation, oral and communication skills.
- Extensive state and local government contracting experience.
- Knowledge of federal government contracting, state and local government contracting law, or regulatory compliance, as well as experience with commercial contracting transactions.
- Ability to organize and manage multiple priorities and provide strong problem-solving analysis and resolution taking into consideration legal and practical business implications.
- Strong business acumen; ability to learn, understand and provide insight on significant business issues.
- Ability to function as an effective counselor and confidant and work closely with senior business leaders.
- Sound judgment, strong work ethic and ability to manage multiple matters effectively in a face-paced environment.
