JOB SUMMARY

Job Profile Summary

Responsible for providing subject matter expertise and oversight to ensure compliance with 49 CFR 191, 192, and 195 state and federal regulations pertaining to interstate and intrastate transportation of natural gas or natural gas liquids by pipeline.

Essential Functions and Responsibilities

  • Update and develop training materials and provide training to operations team members on compliance oversight, regulatory requirements and recordkeeping
  • Ensure employee and contractor training is verified and complete
  • Provide subject matter expertise in interpreting regulations for operations, maintenance, and emergency response process and procedure documents related to compliance with federal and state pipeline safety regulations
  • Develop and implement processes and procedures that ensure consistency and compliance with state and/or federal regulations; collaborate and cooperate with other work groups as needed
  • Analyze company regulatory activities and documentation to assess level of compliance with existing and proposed federal, state or industry legislation and regulations; make recommendations and implement approved improvements as needed
  • Maintain and support compliance documents, databases, and coordinate the collection of compliance documents from other departments.
  • Lead external compliance inspections performed by state and federal regulatory personnel
  • Oversee evaluation of operational conformance with internal compliance procedures. Document and provide feedback, issue assessment, and audit findings. May use and direct outside resources to assess and audit for compliance
  • Evaluate operational conformance of internal compliance procedures preparing documentation of assessment and audit findings
  • Participate in state and federal audits, which includes the responsibility to:
  • ­ Analyze state and federal audit findings, prepare and submit response(s)
  • ­ Recommend and implement required changes to internal procedures and compliance manuals per audit findings for operations leadership
  • ­ Document proposed action, completion, and closure of action as well as upload associated documentation to proper records repository
  • Serve as subject matter expert in Pipeline and Hazardous Materials Safety Administration (PHMSA) accident / incident review and investigation. Ensure accuracy and completeness of internal cause map and that associated action items are completed using the proper records repository
  • Coordinate with various departments, in addition to outside contractors and auditors, to ensure that pressure testing requirements are met, such as: Maximum Allowable Operating Pressure (MAOP) and Maximum Operating Pressure (MOP) as required
  • Participate in industry and national regulatory compliance groups and related activities
  • Lead and ensure regulatory compliance reporting accuracy and timeliness of reporting requirements
  • Monitor, maintain and recommend improvements to internal DOT compliance website to ensure regulatory compliance resources are available to operations
  • Respond and advise operations personnel on regulatory compliance events that occur during or outside of normal business hours

 

Education

  • Bachelor’s degree, engineering preferred or a combination of ten or more years formal education and the following job-related experiences:

 

Work Experience

  • Experience and thorough knowledge of industry standards and governmental regulations related to natural gas liquids, gas gathering and processing and gas transmission and storage
  • Experience, knowledge and/or training related to:
  • ­ Pipeline operational standards
  • ­ Leading regulatory inspections
  • Experience in use and function of office tools, equipment, and software applicable to position including, but not limited to Microsoft Excel, PowerPoint and Word
  • Experience working with teams from various workgroups, managing relationships with internal and external participants, and eliciting cooperation from all resources
  • Experience reading and interpreting governmental regulations pertaining to state and federal regulated intrastate and interstate pipelines and company and/or industry publications related to pipeline reporting compliance
  • Experience identifying, researching, evaluating, and prioritizing problems and situations and developing recommendations and/or coordinating actions or responses
  • Experience developing information, conducting meetings, and presenting to groups and individuals, including written and verbal information and instructions

 

Knowledge, Skills and Abilities

  • Knowledge of: multiple aspects of pipeline gas and liquids transmission operations and CFR 49 Part 192 and 195 pipeline safety regulatory requirements
  • Ability to: to research, compile, and/or prepare economic studies and responses to proposed changes in regulations, recommendations, policies, procedures, and correspondence for operations. Make recommendations for improvements and present to operations leadership
  • Ability to: apply math skills, analytical processes and statistical methods
  • Ability to: utilize strong analytical skills
  • Ability to: interact, advise, and communicate effectively with subordinates, peers, and all levels of management
  • Ability to: establish relationships across a broad range of people and departments to facilitate compliance and regulatory processes and procedures
  • Ability to: travel up to 40%
  • Ability to: to work independently and as part of a team with a strong sense of urgency
