Summary:

Cigna seeks an experienced attorney to join the Government Business Segment legal team.  This team supports the Cigna Government Business Segment including the Evernorth Regulated Markets team that provides pharmacy benefit management services for Evernorth’s Medicare,  Medicaid and Dual-Eligible Plan Clients.  This position will have primary responsibility for Evernorth’s PBM business for Regulated Markets with a focus on significant clients.  The position requires a foundational understanding of the Medicaid program (including dual eligible plans), the federal Medicare program, and the listening and interpersonal skills necessary to influence business colleagues, foster collaboration and drive results.  

 

Responsibilities:

  • Protect and facilitate the growth of the Evernorth PBM Regulated Markets Segment
  • Act as primary counsel to Evernorth’s Regulated Markets business, including Medicaid, MMP/DSNP and Medicare Advantage/PDP with a focus on significant client plans
  • Research, interpret and advise the business on applicable state and federal Medicaid regulation, including MMP/DSNP
  • Analyze, interpret and advise on Medicaid state contract requirements
  • Research, interpret and advise the business on applicable federal Medicare regulation
  • Serve as strategic advisor to the business team and enterprise colleagues on the impact and response to proposed and new rules, regulations and legislation
  • Maintain knowledge of the regulatory and enforcement environment affecting the business to minimize risk
  • Work closely with business Operations and Compliance to identify and reduce known and potential regulatory, legal and business risks
  • Provide interpretative and practical advice regarding oversight and the compliance requirements of the business
  • Review and draft company policies and other operational documents necessary to facilitate the growth and compliance of the company operations

 

Qualifications: 

  • J.D. from accredited law school/Bar membership required
  • At least 3+ years corporate legal department or law firm experience 
  • Knowledge and expertise on federal and state laws and regulations applicable to Medicaid, pharmacy benefit management and insurance is needed.
  • Foundational knowledge of the Medicare program and Medicare Prescription Drug Plan regulations
  • Proficient in state and federal regulatory analysis and contract interpretation; Ability to address federal and state regulatory issues from both a policy and strategy perspective
  • Client service mindset
  • Demonstrated ability to identify issues, make decisions and propose actionable legal and business solutions with short deadlines
  • Ability to work with a high degree of independence and provide leadership on legal issues crossing multiple operational areas and levels of management
  • Strong analytical, written and oral communication skills, and negotiation skills
  • Strong work ethic with effective time-management skills and ability to manage competing priorities
  • Demonstrated good judgment and attention to detail
  • Ability and desire to learn new subject areas and willingness take on new responsibilities

 

This is a flex role; someone will be required to go into the office a few days a week. Location would be St. Louis, MO or Nashville, TN preferred; Bloomfield, CT, Philadelphia, PA.
