Under the general supervision of the General Counsel, the Senior Counsel will be employed by the Housing Authority of Baltimore City in its Office of Legal Affairs, which provides legal services to all departments of the agency in a fast-paced environment. The responsibilities of the Senior Counsel may include drafting and/or reviewing documents, such as procurement solicitations, contracts, memoranda of understanding, right of entry agreements, development agreements, license agreements, leases for non-residential properties, Board summary reports and resolutions, human resources policies, and documents relating to the development of affordable rental housing and affordable homeownership, the disposition of public housing properties, or the operation and administration of the agency’s programs and initiatives.
Additionally, the Senior Counsel’s responsibilities may include providing legal advice on issues involving the agency’s public housing and voucher programs as those issues pertain to particular transaction matters, as well as responding to public information requests and subpoenas. The Senior Counsel must maintain knowledge of HUD laws, regulations, and requirements, in addition to other applicable federal, state and local laws and regulations pertaining to the agency’s operations.
**Education, Training, And/Or Experience
** The successful candidate must:
A background in real estate development and affordable housing is preferred. An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered sufficient.
**Physical Requirements
** Must be physically able to operate a variety of automated office machines including computers, calculators, copiers, printers, facsimile machines, telephones, etc. HABC is a drug free workplace. All employees may be subject to random testing for substances.
