Compliance Manager A Defense Contractor Compliance Manager is responsible for ensuring that a defense contractor's operations adhere to applicable laws, regulations, and contractual requirements, with an emphasis on International Traffic in Arms Regulations (ITAR), Foreign Corrupt Practices Act (FCPA) Compliance, Bureau of Alcohol Tobacco Firearms and Explosives (BATFE) regulations, gifts and gratuities regulations and policies, U.S. Government Contract Compliance and reporting, due diligence, and continuous improvement of all compliance programs and systems. This role plays a critical part in maintaining the integrity of defense contracts, safeguarding sensitive information, and promoting ethical business practices. The Compliance Manager works closely with various departments to assess and enhance compliance processes within the organization.

Essential Duties and Responsibilities Regulatory Compliance:

  • Stay current with federal, state, and international regulations relevant to defense contracting, including the ITAR, the Arms Export Control Act, Export Control under the Department of Commerce, and Regulations promulgated by the BATFE.
  • Prepare, submit, track, and document licenses with the U.S. State Department, U.S. Department of Commerce, and BATFE for brokering, exporting, and/or importation of controlled goods and services, in compliance with applicable regulations.
  • Prepare and provide training to personnel regarding regulations mentioned in this Job Description and others impacting our company.
  • Perform internal audits and facilitate external audits of company compliance programs and practices as required by company policy.

Ethical Standards:

  • Promote a culture of ethics and integrity within the organization.
  • Investigate and address ethical concerns or violations.
  • Provide guidance on ethical decision-making to employees and contractors.

Documentation and Reporting (Maintain complete and accurate records of the following):

  • Export and Import licensing actions.
  • Gifts and Gratuities to and from the company
  • Ethics complaints and responses
  • Audit findings
  • Report concerns, issues, and findings to the General Counsel and Management

Training and Education:

  • Develop and deliver compliance training programs for employees.
  • Keep employees informed about changes in regulations and compliance requirements.

Risk Assessment:

  • Conduct risk assessments to identify potential compliance issues.
  • Develop and implement strategies to mitigate compliance risks.

Qualifications and Requirements

  • Bachelor's degree in Business, Ethics, Compliance, or a related field.
  • Minimum of 5 years of experience in compliance, including: ITAR and EAR, FCPA, FAR/DFARS environment, including mandatory disclosure.
  • Experience with BATFE regulation compliance is preferred.
  • In-depth understanding of defense industry regulations and compliance standards.
  • Strong leadership, communication, and training skills
  • Experience conducting internal investigations (certification preferred).
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Relevant certifications in compliance (e.g., Certified Compliance & Ethics Professional - CCEP) are a plus.
  • Strong commitment to ethical business practices and integrity.
  • Ability to adapt to changes in regulations and proactively address compliance challenges.
  • Strong MS Office Skills (particularly MS Excel)
  • ISO 9001:2015 training

Physical Demands & Abilities

  • Regularly spend long hours sitting and using office equipment and computers.
  • Regularly move from sitting to standing positions effortlessly.
  • Frequently work in on projects that require deadlines.

Working Conditions

  • Work will be completed in an office environment and includes some travel to customers, vendors, and trade shows. Workspace is climate controlled. Remote work for this role acceptable with the ability to travel to and from office locations on occasion.
