Job Overview: The Assistant General Counsel assists the General Counsel and Deputy General Counsel in representing the Metropolitan Pier and Exposition Authority (Authority) in its legal affairs, including but not limited to, compliance with applicable laws, contract drafting, negotiation and administration, litigation and administrative proceedings, intergovernmental affairs, employee relations, real estate, collective bargaining, and counseling. Experience in commercial transactions or public agency procurements is desired. Key Responsibilities: • Assists in the drafting and negotiation of Authority contracts in furtherance of the Authority’s corporate purposes, including contracts relating to goods and services, construction, professional services, and real estate. • Assists in monitoring Authority contract administration activities, including aiding staff in drafting required correspondence. • Performs legal research relating to assigned work problems and reports on findings. • Assists in monitoring the Authority’s compliance with enabling legislation, including but not limited to competitive procurement, employment transactions, government reporting, and matters relating to intergovernmental affairs. • Provides counsel to Authority staff with respect to affirmative action, equal employment opportunity and employment transactions, labor and contract matters. • Responds to legal inquiries and causes of action directed to the Authority from third parties, including but not limited to requests under the Freedom of Information Act, subpoenas and discovery in circuit and federal court litigation, and administrative agency proceedings. • Counsels Authority staff with respect to the legal implications of the performance of their duties and assists with training as may be appropriate. • Prepares as directed by the General Counsel legal opinions, memoranda, Board resolutions, Board ordinances, and other legal documents as may be required. • Assists General Counsel in the performance of statutorily mandated duties as may be required. • Performs other job-related duties as assigned. QUALIFICATIONS: • J.D. degree and license to practice in Illinois. • Minimum of four years’ experience in legal practice, regulatory compliance, or public procurement along with experience in municipal or other governmental body representation. • Experience in more than one area of the Authority’s practice a plus. • Excellent research and verbal, written, and interpersonal communication skills. • Ability to analyze sound judgment in appraising and evaluating legal issues and problems. • Working knowledge of statutory and common laws applicable to municipal bodies. NOTE: Selection will be based on an evaluation of applicants’ training, skills and experience.
