Position Summary: We are seeking a Labor Compliance Program Manager to join a large-scale integration and transformation program for a national infrastructure services provider. This role will focus on stabilizing weekly payroll accuracy, reducing union-related penalties and interest, and developing a scalable labor compliance model covering Union and IRA/Prevailing Wage environments. The ideal candidate will be a hands-on, strategic partner with deep payroll and labor compliance knowledge and a proven record of operational turnaround success.

Essential Duties:

  • Lead root-cause analysis of payroll errors and implement corrective measures.
  • Launch weekly payroll reporting dashboards for error tracking and early intervention.
  • Map workflows from time capture through GL reconciliation and union remittance.
  • Implement controls, SLAs, and governance with Shared Services and Compliance teams.
  • Recommend org structure and tooling changes to support long-term compliance.
  • Drive cross-functional accountability and partner with existing teams, not override them.
  • Document SOPs and controls to transition ownership to internal teams.

Qualifications:

  • Bachelor’s degree in Accounting, Business Administration, or related field.
  • Minimum 8 years of experience in labor compliance, payroll, and certified payroll environments.
  • Experience working with unionized environments and multiple CBAs.
  • Familiarity with prevailing wage and IRA compliance.
  • Prior success leading large-scale operational turnaround projects.

Skills and Job-Specific Competencies:

  • Deep knowledge of payroll systems, certified payroll, and GL reconciliation.
  • Strong analytical skills and a process-improvement mindset.
  • Tools experience: LCPtracker, ProScore, Excel; internal payroll systems.
  • Skilled at stakeholder management and leading through influence.
  • Ability to work autonomously in high-ambiguity environments.

Travel Requirements: This role requires up to 25% domestic travel (e.g., Texas, California, Colorado, Michigan).

Salary Range: SolomonEdwards values your unique and individual experience and background. As such, we take a comprehensive approach when determining compensation for our roles. The compensation for this specific role is based on a wide range of factors, including but not limited to education, licensure and certifications, location, experience, and training. A reasonable estimate for the current hourly range for this role is $90 – 110.
