Position Summary: The Trade Compliance Manager coordinates all import/export transactions and ensures that appropriate documentation and that all applicable laws are followed for the movement of company equipment and material as well as information/data transfers.
Key Responsibilities
- Serve as primary Dynamic Aviation interface with US Customs, Directorate of Defense Trade Controls, (DDTC, US Department of State), and Bureau of Industry and Security (BIS, US Department of Commerce)
- Prepare and process import/export documentation according to regulations
- Maintains physical and digital records for all programs- including licenses/exemptions, Ferries, deployed staff with PPE issued
- Responsible for the movement of equipment and material in/out of country in compliance with all applicable regulations
- Work with Program Managers, Pilots, and Logistics regarding all OCONUS flights to ensure paperwork is produced and prepped. and brokerage paperwork is submitted as needed
- Monitor changes in import/export laws or regulations and modify Dynamic Aviation process and procedures accordingly
- Advise internal customers on import/export restrictions, requirements or other customs-related matters
- Monitor and trace the location of company equipment and material
- Maintain inventory and space for Secured ITAR closet in designated areas. Ensure compliance with proper locking and access with Security
- Confer with officials in various agencies to facilitate clearance of goods through customs and quarantine
- Provide advice on transportation options for company equipment or material and review needed Commercial Invoice documentation for completion
- Complete all application paperwork for export and import licenses
- Ensure maintenance of current licenses and renewals
- Maintain and update company Export Compliance Manual to reflect current changes in Export Reform and how it impacts the company. This includes creating new P&P/SOPs as needed to address changes, issues, and general process updates
- Maintain an update SOPs on annual renewal basis at minimum
- Perform regular, quarterly, internal export compliance audits
- Perform export compliance training for company personnel. Produce and maintain companywide training with training department
- Work and meet with members of other departments to ensure proper trade compliance (Logistics, BD, Security, Etc.), Subcontractor/Contractor reviews and working with their Trade Compliance departments regarding licenses, shipping, etc.
- Responsible for filing in the Automated Export Systems (AES)
- Maintains AES system accesses for Company and various departments that use system. Includes training
- Obtain and maintain Empowered Official designation to complete licensing with the DDTC; but to also enforce compliance in all areas of the company according to federal standards.
- Completes Annual Renewal of DDTC Registration which includes working with Senior Leaders to confirm details, and helps create Corporate Structure Documents to include with renewal application
- Maintains SNAP-R (BIS licensing system for Non-USML controlled items) and CARM (Canadian systems for brokerage) logins and communications.
- Complete End User Export Screenings for Sales
- Obtains and Maintains POAs for logistics personal and trade compliance staff for imports
- Ability to address company compliance issues as they occur during normal business hours as well as outside normal business hours due to international location needs
- Maintain and add to ERP system as needed regarding updates and changes, which includes Schedule B, CCL, HTS/HS, BIS, USML codes and classifications for both US and international systems
- Maintain ITAR secure Drives for customer programs
- Address issues with all levels of Senior Leadership, Management, Contractors, and other departments to ensure complete compliance with Federal Regulations
- Other duties as assigned
Required Qualifications
- Bachelor’s degree in a related field of study
- Previous experience performing import/export coordination responsibilities for a medium sized government contractor
- Must be detail oriented and extremely well organized
- Experience providing excellent customer service to internal and external customers
- Excellent written and verbal communication skills
- Knowledge of and experience working with laws, legal codes and government regulations
- Experience and confidence in Microsoft Office products, ERP systems a plus. Proficient at learning multiple online environments (local and at a federal level).
- Must have the ability to obtain Security Clearance (Secret Minimum) and maintain it based on Federal Regulations and training with Security Department.
Preferred Qualifications
- Minimum of five (5) years’ direct experience in export licensing of ITAR and EAR controlled articles and technology
- Prior supervisory
Additional Requirements
- Ability to travel in local/surrounding area for training or company needs as requested
- Ability to travel to Richmond and Washington DC as needed. Up to 10% travel.
Working Conditions
- Monday- Friday 8 AM- 5 PM
- Based out of Bridgewater, VA. Open to remote/hybrid.
