This position is for Counsel or Senior Counsel, Compliance Law, based in Houston, Texas. The Compliance Law Team houses Chevron’s anticorruption, competition law, trade, political law, as well as data privacy, and cybersecurity attorneys. This Counsel or Senior Counsel position will be responsible for providing compliance legal services to multiple clients globally focused primarily on export compliance including compliance with U.S. export controls, and other global export control laws and regulations as applicable to Chevron’s business, and to assist the business in managing any conflicts arising from such legal requirements. The position will also provide guidance on other trade law matters and antibribery laws as needed. Counsel or Senior Counsel will provide guidance to Chevron’s global operations and assistance to local/regional compliance personnel and counsel on various compliance legal issues related to export controls issues. Counsel or Senior Counsel will partner with Import Counsel to manage all trade related questions and concerns, including reviewing and responding to due diligence reports raising trade issues.
Counsel or Senior Counsel will be expected to develop a strong understanding of Chevron’s business operations and work with existing local legal teams to provide timely guidance on Chevron compliance requirements and assist with risk mitigation. Counsel will also assist the business with classification of Chevron products and must have a working knowledge of the Commerce Control Classification List, and the Export Administration Regulations. Counsel or Senior Counsel will assist in-house counsel supporting Chevron businesses with review of supplier contracts ensuring appropriate shipping terms and usage and any other export-related issues.
Counsel or Senior Counsel will also provide training to the export compliance team and partner with compliance analysts to conduct risk assessments and identify compliance process gaps. This role includes reviewing and streamlining existing compliance processes, as appropriate, and coordinating training for commercial teams and local joint venture personnel. The position also requires active collaboration with other Compliance Counsel to ensure consistent legal advice and to support corporate compliance programs and projects.
Required Qualifications
- Experience with supporting and providing practical legal advice to compliance organizations preferably in the oil & gas sector is beneficial
- Requires good interpersonal and communication skills, and the ability to be team-oriented and client-focused
- The candidate must demonstrate diplomacy, tact, and sensitivity to cultural diversity.
- The ability to provide business-focused, timely and cost efficient advice in a challenging operating and legal environment is crucial.
- Licensed to practice law in Texas (other U.S. jurisdictions will be considered on a case-by-case basis).
- Juris Doctor from an accredited U.S. University
- Minimum of 5 years of experience practicing law
- Demonstrated experience and expertise in U.S. export controls, classification, end user statements, Incoterms
- Working knowledge of Customs and import laws/regulations as well as a working knowledge of trade sanctions, and antibribery laws.
- Desire to learn and develop in other compliance law subject areas.
- Experience with U.S. Antiboycott laws is preferred but not required.
