THE ORGANIZATION
The National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund was established in 1981 to promote the full participation of Latinos in the American political process, from citizenship to public service. NALEO Educational Fund achieves its mission through integrated strategies that include increasing the effectiveness of Latino policymakers, mobilizing the Latino community to engage in civic life and promoting policies that advance Latino political engagement.
Founded in 1981 by the late Congressman Edward R. Roybal, NALEO Educational Fund is a 501(c)3 non-profit organization governed by a 15-member Board of Directors and a 36-member Board of Advisors. Headquartered in Los Angeles, the NALEO Educational Fund maintains offices in Houston, New York City, and Washington D.C. with staff and program presence in Florida, North Carolina and other areas of the United States. It employs about 66 full-time staff with an annual budget of $11.5 million, and offers a competitive benefits package that includes generous vacation, sick leave, medical, dental, vision, life insurance and retirement coverage.
POSITION SUMMARY
The Legislative Counsel is located in Washington, DC, and reports to and works collaboratively with the Director of Policy and Legislative Affairs in analyzing, advocating and lobbying on public policy issues relevant to the NALEO Educational Fund’s mission. These responsibilities include writing advocacy-related documents, and monitoring and analyzing congressional and administrative developments. The Legislative Counsel must maintain and strengthen excellent working relationships with Administration officials, House and Senate personnel and Committee offices. Additionally, the position requires working collaboratively with partner advocacy organizations and coalitions. The Legislative Counsel must acquire a deep understanding and knowledge of Latino political access issues including naturalization, immigration, voting rights and election reform, and federal appointments, with a particular emphasis on the Census. This is a full-time, exempt position with an annual compensation ranging from $85,000 up to $100,000 commensurate with experience.
ESSENTIAL FUNCTIONS
  • Analyze, advocate and lobby on public policy issues relevant to NALEO Educational Fund’s mission. This involves acquiring a deep knowledge of primary legislative and administrative documents relating to Latino political access issues including naturalization, immigration, appropriations, voting rights, election reform, federal appointments, with a particular emphasis on the Census.
  • Write advocacy-related documents, such as Congressional testimony, legislative position letters, comments on regulatory actions, policy briefs, action alerts and other materials.
  • Analyze congressional and administrative developments, and proactively brief NALEO Educational Fund staff.
  • Maintain and strengthen excellent working relationships with Administration officials, House and Senate personnel and Committee offices, with an emphasis on working in a bi-partisan manner.
  • Work collaboratively with partner advocacy organizations and coalitions on core issues.
  • Serve as an official NALEO Educational Fund spokesperson at events, panels, congressional briefings, and press related opportunities on public policy issues relevant to NALEO Educational Fund’s mission.
  • Other duties as assigned.

QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES
  • Excellent analytical, verbal and written communication skills. (Writing samples are required)
  • Ability to take initiative, organize and prioritize workload efficiently.
  • Outstanding organizational, administrative, and advocacy skills. Ability to articulate public policy positions of NALEO Educational Fund, and implement effective policy strategies on behalf of the organization.
  • At least 3-4 years of high-level legislative/administrative advocacy and/or policy analysis experience on Capitol Hill, State or local government, or non-profit organization required; Congressional experience preferred.
  • Knowledge of Latino political and civic engagement issues. Knowledge of key issues affecting the Census preferred.
  • Knowledge of the congressional legislative process and administrative regulatory process required.
  • Ability to read, analyze and summarize primary legislative and administrative materials (such as bills, statutes and regulations).
  • Ability to work respectfully with people from all cultural, socioeconomic and political backgrounds.
  • Bachelor’s Degree in government, political science, domestic affairs, Latino Studies or related field required; Juris Doctor or advanced degree preferred, but not required.
  • Must be willing to travel nationally, including overnight stays and air-travel.
  • If a driver, must have a valid driver’s license with proof of automobile insurance coverage.
  • Ability to work respectfully with people from all cultural and socioeconomic backgrounds.
  • Supportive of the mission and philosophy of the NALEO Educational Fund.
PHYSICAL AND MENTAL ASPECTS OF THE POSITON
Certain physical and mental aspects of performing the essential functions of the position include the following:
  • Ability to detect, discern, recognize, and perceive auditory and visual information within normal ranges;
  • Dexterity to read, write, type, operate office equipment such as a computer, printer, telephone, calculator, copier, fax machine, pencils, pens, and stapler;
  • Ability to remain in a stationary position 50% of the time.
  • Ability to lift and carry up to 25 pounds.
