A full-time exempt opening exists for a General Counsel to the State Court Administrator based in Montpelier, Vermont.

This position provides legal advice and legal services to the court administrator and, as directed by the court administrator, to others in the Court Administrator’s Office.

The General Counsel must have a passion for excellence and demonstrate an understanding that the independence of Vermont’s Judicial Branch, as one of three co-equal branches of state government, depends on public trust and confidence earned through high standards of transparency and accountability.

Essential Job Functions
  • Manages the responses of the Court Administrator’s Office to public information requests in compliance with the Judiciary’s Public Access to Court Records rules and related applicable statutes and case law.
  • Reviews and drafts contracts and Memoranda of Understanding to which the Judiciary or the Court Administrator is a party.
  • Upon request, interprets contracts, statutes, rules, and/or case law to assist administrative personnel in the performance of their work.
  • Upon request, reviews proposed legislation to assist the court administrator in the performance of their work.
  • Upon request, provides assistance with the drafting of Court Administrative Directives and other policy documents.
  • Liaises with outside counsel and/or risk management personnel regarding anticipated or pending litigation.
  • Upon request, liaises with outside counsel regarding contract negotiations.
  • Provides legal staff support to projects, committees, or initiatives as directed by the Court Administrator.
  • Provides general legal advice and services as directed by the Court Administrator.
  • Other duties and responsibilities as assigned by the Court Administrator.

Minimum Requirements
Member in good standing of the Vermont bar or be eligible to obtain admission by waiver.
Experience: Five or more years of relevant legal experience and excellent oral and written communication skills that demonstrate the ability to plan, analyze, and communicate in a sophisticated manner.

Desired Qualifications
  • Excellent academic credentials
  • Experience working within a government agency, not-for-profit organization, or business organization providing general legal advice and services to administrators within the organization to assist them in the performance of their work.
  • Proficiency in computer-assisted legal research, Windows, and Word
  • Good communication and interpersonal skills

Environmental Factors
Duties are performed in both an office and field setting. Attendance at a variety of meetings can be expected and may occur outside of regular hours. Travel throughout the state and to other locations may be required.

This is an exempt Judicial Branch position with and annual equivalent salary of approximately $105,000. Occasional travel to other courts within the State of Vermont may be required and a private means of transportation is necessary. Travel will be reimbursed according to State policies.
