SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening. ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES JOB OBJECTIVE:  To provide legal support for staff of the City of Little Rock.

ESSENTIAL JOB FUNCTIONS:

  1. Researches applicable laws and court decisions for use in developing legal opinions; prepares legal opinions for review by the City Attorney or Chief Deputy City Attorney.  
  2. Prepares legal briefs for use in cases involving the City of Little Rock.  
  3. Represents the City of Little Rock in all local, state and federal courts as assigned. 
  4. Attends plea and arraignment hearings to represent the City of Little Rock.  
  5. Receives and reviews citizens' complaints regarding violations of ordinances and claims of damage caused by City work crews; answers routine complaints or notifies appropriate City departments of complaints requiring their review.  
  6. Reviews allegations and researches related records for claims and suits filed against the City of Little Rock; compiles information required and prepares responses to suits as assigned.  
  7. Compiles evidence, subpoenas and deposes witnesses, orders special reports, and contacts expert witnesses as required to prepare for cases involving prosecution of persons violating City ordinances or defense of the City against claims filed.  
  8. Drafts language for proposed new City ordinances as assigned.  
  9. Attends meetings of City Boards and Commissions to provide legal advice as assigned.  
  10. Prepares legal documents for the City of Little Rock and contractors as assigned.  
  11. Researches special projects and policy issues to determine legal implications for the City of Little Rock and prepares related memoranda as required.

SUPERVISORY RESPONSIBILITIES : None MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS

Completion of a Juris Doctorate Degree.

ADDITIONAL  REQUIREMENTS:

  • Must possess a license to practice law in the state of Arkansas within six (6) months of employment.

  • Knowledge of state and federal constitutional and statutory provisions relating to municipalities.  
  • Knowledge of the legal requirements for subpoenaing and deposing witnesses.  
  • Knowledge of judicial procedures and rules of evidence.   
  • Knowledge of applicable criminal law.  
  • Knowledge of applicable civil law.  
  • Knowledge of legal principles and practices.  
  • Knowledge of legal research methods and techniques.  
  • Knowledge of the legal requirements pertaining to contracts.   
  • Ability to present and argue cases in court.  
  • Ability to research and interpret complex legal cases, statutes, and precedents.  
  • Ability to draft legal opinions.  
  • Ability to prepare briefs and pleadings.  
  • Ability to draft language for proposed ordinances.  
  • Ability to direct the work activities of support staff.  
  • Ability to communicate effectively, both orally and in writing.  
  • Ability to prepare City contracts.
