Job Summary

Performs a variety of complex accounting, auditing, and compliance activities. Perform project-level management of all MPD Contracts responsibilities including procurements, contracts, reporting, and data administration. Support and assist in developing program efficiency. Assure compliance with Federal and State business best practices and regulation and policy compliance, charged with researching, interpreting, and applying associated rules and regulations: federal, state, agency and division. Assures continuous improvement for all processes, developing and updating standards of work, and participating in internal quality/process improvement teams.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties

Successfully communicate and interact in a timely manner with Internal and External customers and others to ensure efficient processing of group activities. Attend meetings to help resolve contractual concerns relative to projects. Troubleshoot project challenges and recommend practical solutions. Act as Team Lead when Group Manager is unavailable.

Read and understand federal regulations, program guidelines, and related documents to gain knowledge and understanding of requirements. Analyze and evaluate work procedures, methods, and rules for functional unit; make recommendations and implement approved practices. Apply regulations, policy, laws, and guidance.

Perform all tasks involved in the execution of all types of agreements and procurements, from original request to the close-out process. Plan, organize, compile background technical data and prepare agreements after researching programmatic requirements. Manage time and work priorities effectively. Generate and analyze necessary information to ensure appropriate recording of program activity.

Review, analyze, reconcile, track, and report project financial and contracting data and documents to ensure expenditures, payments, and match are properly allocated to division work projects and sub recipient contracting under division agreements. Reviews division and sub recipient solicitation and contract documents to assure compliance.

Develops and implements processes to evaluate and maintain compliance oversight requirements, facilitate performance of audit assignments, and conducts or assists with audit reviews and performs reconciliations associated with closeouts, resolving discrepancies, and reporting activities / results. This includes DBE program compliance and DOORS / LPA DBE reporting, system compliance overviews, entries, and documentation.

Update template agreements, processes, documentation, system workflow, standard work and other elements to update as regulations, guidance, rules change for internal and external reporting and submit reports as requested by hierarchy or required by process within established metrics or deadlines. Generate and analyze necessary information to ensure systems are applied and functioning as designed to ensure appropriate recording of program activity.

Selective Preference(s)

Master's degree preferred.

Pre-Employment Requirements

Five (5) years equivalent experience preferred.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Bachelor's Degree in Business Administration, Urban Planning, or related field.
