Job Description Summary:
The Third Party Risk Oversight Manager will be responsible for oversight of Third Party risk and controls, supporting the Second Line of Defense of PayPal’s Third Party Risk Management (TPRM) Program. This team is comprised of risk trained professionals with strong understanding of all risks and control expectations relevant for the execution of the TPRM program. The Third Party Risk Oversight Manager will work with internal stakeholders including and not limited to, risk partners, business partners, Audit and the First Line of Defense (FLOD) Third Party Risk Operations team. The successful candidates should also be able to offer a data-driven strategic perspective, sound business judgment, agility to adapt to changing priorities, and be able to effectively work and communicate collaboratively / cross-functionally with multiple teams located in different geographies. Candidate must have a hands-on approach, desire to lead, strong intellectual curiosity and attention to detail and organization, and a passion for achieving practical business impact.

Job Description:
Responsibilities:

  • Support with oversight of the Third Party Risk Management policy adherence
  • Collaborate on policies, procedures, and program governance to ensure effective risk management of third party risk in accordance with industry standards
  • Ongoing enhancement and ensuring the process is effective in managing risks related to third party relationships in a manner that is consistent with PayPal’s strategic goals, organizational objectives, risk appetite, and regulatory obligations
  • Support development and facilitation of TPRM program training
  • Identify and assist in remediating issues impacting the TPRM program
  • Develop and manage Third Party Risk Management Oversight reporting
  • Develop and maintain oversight procedures related to new and evolving processes
  • Collaborate with the Business Intelligence team to provide requirements that deliver effective risk oversight reporting
  • Identify enhancement opportunities for the Third Party Risk Management program, including ServiceNow system enhancements
  • Draft enhancement and defect system requirements in JIRA
  • Collaborate with the ServiceNow Platform and Engineering team to provide the best in class TPRM system of record
  • Perform user acceptance testing (UAT) for system changes
  • Develop and maintain TPRM ServiceNow supporting documentation
  • Lead system enhancement prioritization discussions with key stakeholders
  • Provide policy guidance and interpretation to the Third Party Risk Operations team (FLOD)
  • Align practical risk mitigation with business objectives and foster a risk-conscious corporate culture
  • Prepare program results for risk committees, auditors, internal and external stakeholders
  • Develop ways to improve business processes, user experience, and systems involved in the third party life cycle with an emphasis on a risk-based approach
  • Liaise with PayPal’s risk teams to build in new regulatory requirements within the TPRM program requirements
  • Communicate status updates and changes to stakeholders
  • Engage with cross-functional teams to strategize, manage projects, and deliver on business objectives
  • Understand the role of third-party risk management within the overall procurement and onboarding process

Core Competencies and Experience:

  • 5+ years of third party risk management experience or information security experience and 3+ years in third party risk management experience
  • Excellent analytical, problem solving and decision-making ability
  • Ability to effectively present information to TPRM stakeholders
  • Ability to review data and tell a story to an audience
  • Ariba / SAP, ServiceNow and JIRA experience a plus
  • Ability to document business requirements
  • Ability to document UAT test scripts, facilitate and execute testing
  • Ability to build and maintain reporting
  • Comfortable working both independently and collaboratively in a virtual-first, global team
  • Must be able to navigate gray areas, multitask, and manage competing priorities under demanding deadlines
  • Ability to work closely with both engineers and non-tech stakeholders on technology and process design changes
  • Great verbal, written, presentation, and interpersonal communications skills
  • Comfortable working in a fast-paced and dynamic work environment which demands quick thinking and strong attention to detail.

The U.S. national annual pay range for this role is $64000 to $156750
