Job Description

Performs highly advanced (senior-level) attorney work. Work involves participating in legal activities affecting the health and human services system, interpreting laws and regulations, and rendering legal advice and counsel. Includes facilitating effective representation and coordination in health and human services system litigation of statewide impact. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions

(30%) Reviews the law, rules, and regulations affecting health and human services system operations, advises on their interpretation and application, and identifies risks and appropriate legal options for leadership.

(20%) Develops, in consultation with the Chief Counsel, legal opinions and position statements on critical or complex legal issues affecting the health and human services system, and provides related guidance.

(20%) Reviews and identifies critical and complex assignments within OCC and participates in the drafting and legal review of OCC’s responses, providing guidance and follow-up as appropriate.

(25%) Facilitates clear, consistent, and effective communication on legal issues affecting the health and human services system.

(5%) Performs related work as assigned.

Knowledge Skills Abilities

Knowledge of: constitutional law; state and federal rules of civil procedure, appellate procedure, and evidence; principles of legal research and writing; and state and federal laws, rules, and regulations relating to the health and human services agencies.

Skill in: legal research and writing; written and oral communication; understanding and solving complex problems; handling multiple assignments and tasks, prioritizing, and meeting deadlines; the use of a computer and all necessary software, including e-discovery and legal research tools; organization; exercising sound judgment; and effective decision making.

Ability to: communicate effectively, both orally and in writing; manage multiple assignments and deadlines; use a computer and any necessary software, including e-discovery and legal research tools; perform under pressure; receive and respond positively to constructive feedback; work cooperatively with others in a professional office environment.

Registration Or Licensure Requirements

Member in good standing with the State Bar of Texas.

Initial Selection Criteria

Graduation from an accredited law school with a Bachelor of Laws (LL.B.) or a Juris Doctor (J.D.) degree.

At least 3 years of experience in legal work.

Experience in complex litigation and appellate work.
