The Defense Logistics Agency (DLA) Office of General Counsel (OGC) is hiring for a GS-14, PERMANENT Attorney Advisor, DLA OGC Pearl Harbor, Hawaii. We will compete the position from the DoD OGC resume bank.

DUTIES OF THE POSITION:

As the DLA Attorney, GS-14, DLA OGC Pearl Harbor, you will be responsible for the following duties:

•            Provides legal support to DLA INDOPACOM (DLA IP) Regional Command and its diverse and geographically distanced logistics support activities located throughout the INDOPACOM AOR, to include Alaska, Guam, Japan, Korea, Singapore, and Philippines. 

•            Serves as a legal advisor to the Regional Commander, DLA IP, and the Commander’s staff located at Joint Base Pearl Harbor-Hickam, Hawaii, and subordinate DLA commands operating within the DLA IP AOR.

•            Provides Enterprise legal services and coordination to major elements of the Agency located outside of the DLA IP AOR.  

•            Provides legal advice and representation in International and Operational Law, Employment and Labor Law, Investigations, Ethics and Standards of Conduct, Administrative Law, Contracts and Fiscal Law, Environmental and Intelligence law, and Claims. 

•            Advises on policies or regulations, applicability and processes for administrative and law enforcement investigations, international agreements, intra-interagency operations, and lines of authorities. 

•            This position requires frequent contact with officials of foreign countries and a detailed current knowledge of the culture, mores, laws, customs, or government processes of the host nation.

•            Provides legal support on unusual or urgent controversies and demands, policy issues, regulatory compliance, operations, or other matters involving senior officials in an international environment. Resolution of agency actions may have a significant impact or establish legal precedent that can affect not only DLA but also DoD.

•            Representation. Incumbent represents the Agency before top Agency management officials, senior officials and lawyers at DoD, the Department of Justice, the Military Service Departments, Department of State consulates and embassies, and COCOM staffs

•            Provides legal support on urgent controversies and demands such as disability-related questions to include reasonable and interim accommodations, civilian and military disciplinary actions for misconduct or performance issues. 

•            Represents DLA before adversarial forums, to include the Merit Systems Protection Board, Equal Employment Opportunity Commission, and Federal Labor Relations Authority. 

•            Advises on investigative forums, to include the Office of Special Counsel, Occupational Safety and Health, State Department of Labor and Industrial Relations, and arbitration, mediation, or settlement conferences associated with these forums.

•            Independently conducts legal research; prepares required pleadings and other documents; engages in full discovery practices; interviews witnesses during investigations; and prepares witnesses for hearings.

•            Files appropriate motions and responses; prepares and files briefs; and briefs management as to status of actions and recommends settlement where appropriate.

•            Advises on contract solicitations and administrative issues, and other such matters within the above referenced core practice areas in both domestic and international environments. 

HOW YOU WILL BE EVALUATED:

- The hiring team will evaluate the legal experience described in your application package or resume and screened for competencies required to perform the duties of the position as described in the Duties of the Position section of this announcement. The hiring team will evaluate the QUALITY of experience and will screen to determine how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of this position. Your resumé must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the Attorney Advisor for DLA OGC in Tampa.

- If you are highly qualified, the hiring team may select you for an interview, along with other highly qualified applicants. If not already included in your resumé, be prepared to provide at least three (3) references at the conclusion of the interview.  

- DLA reserves the right to conduct additional interviews after the initial interview.

- If selected as the best qualified applicant after the interviews, DLA will contact you with a tentative offer, as well as you may be asked to submit additional documentation including but not limited to: educational transcripts (if practicing less than 10 years); a certificate of good standing issued by your state of licensure within 6 months of your application; your most current performance appraisal; your latest SF50 (if a current Federal employee); a sworn statement signed by you as to whether you have ever been found by any tribunal to have committed any crime or other act reflecting upon your suitability to practice law; a writing sample (no more than 10 pages) and any other documentation required to complete the hiring action. You should be ready to provide the requested documentation within five (5) business days. Failure to provide any requested documents within five (5) business days may result in the tentative offer being rescinded and your elimination from further consideration.
