California Hospice and Palliative Care Association (CHAPCA) Job Title: Regulatory and Compliance Specialist – Hospice & Home Health Reports To: President and CEO Status: Hourly 40 hours per work week overtime may be required. Location: Hybrid| Monday through Friday, 8 a.m. to 5 p.m. PST, to serve patients, families, and members. Position Overview The Regulatory and Compliance Specialist is the primary resource for CHAPCA provider members, offering expert oversight on regulatory compliance, guidance on evolving policies, and advocacy support to enhance industry standards. This role monitors, interprets, and advises on state and federal regulations impacting hospice and home health agencies. Additionally, the specialist supports CHAPCA members through educational initiatives and technical assistance to improve compliance and patient care outcomes. Key Responsibilities Regulatory & Compliance Support • Serve as CHAPCA’s subject matter expert on hospice and home health regulatory and compliance matters. • Monitor, analyze, and interpret federal (CMS, OIG, Medicare/MediCal) and California state (CDPH, DHCS) regulations affecting home health and hospice providers. • Leverage CHAPCA’s membership database, alerts, and direct consultations to provide timely compliance guidance and policy updates to provider members. • Advocate for patients and families by offering consultation services to those seeking guidance from CHAPCA. Member Education & Technical Assistance • Design and conduct workshops, webinars, and training sessions to educate CHAPCA provider members on evolving hospice and home health regulations. • Assist provider members in interpreting and applying hospice and home health regulations to day-to-day operations. • Develop educational materials and compliance toolkits to enhance members understanding of regulatory changes. Additional Duties • Support CHAPCA’s advocacy efforts related to hospice and home health regulations. • Collaborate with the CHAPCA President and CEO, CHAPCA committees, and association networks to promote CHAPCA as the association of choice. • Perform other duties as assigned by the President and CEO. Qualifications & Experience Education & Credentials: • Registered Nurse preferred. Experience: • Minimum 5–7 years of experience in hospice and home health regulatory and compliance interpretation. • In-depth knowledge of home health and hospice regulatory requirements and Medicare Conditions of Participation (CoPs) at the state and federal levels. • Experience in regulatory interpretation, compliance training, and policy analysis for home health and hospice providers. • Experience working in hospice and home health space (required). Certifications & Skills: • Certified Hospice and Palliative Nurse (CHPN), Certified Home Health Compliance (CHC), or equivalent certification (preferred). • Strong understanding of state and federal hospice and home health regulations. • Exceptional communication and public speaking skills for leading training sessions and presenting regulatory updates. • Strong leadership, collaboration, and problem-solving abilities. • Proficiency in Microsoft Office. • Undertaning of where to find federal and regulatory information. • Ability to work collaboratively in a hybrid environment. • Travel is required for CHAPCA workshops, conferences, and other supported events.
