Summary :
The Senior Director, State Government Relations and Regulatory Affairs, in Penn Medicine's Department of Government and Community Relations is the health system's lead strategist and representative for all state-level legislative and regulatory matters. This role shapes and advances the organization's policy agenda with the Governor's Office, state agencies, the legislature, and key external partners. The Senior Director provides high-level counsel to executive leaders, anticipates emerging policy trends, and positions the health system as a key voice in state health policy, financing, and public health strategy. Reporting to the AVP of Government & Community Relations, the Director manages the Associate Director of Government Relations and coordinates state advocacy across all entities, departments, faculty and staff to facilitate communication with elected and appointed government officials. This position requires a moderate amount of travel (e.g. Harrisburg, PA and Trenton, NJ.)
Responsibilities:
- Leads the execution of the health system’s state advocacy agenda in both Pennsylvania and New Jersey. Oversee the development and implementation of Penn Medicine’s advocacy agenda. Establishes new relationships and strengthens existing relationships with state government officials and key staff in Harrisburg, PA and Trenton, NJ and their respective district offices.
- Responsible for coordinating regulatory stakeholders and experts on regulatory responses as it relates to government agencies.
- Communicates with internal and external constituencies by drafting reports and updates as necessary, including reports for the Penn Medicine Board of Trustees. This role will lead and manage the Government Relations weekly newsletter process, as well as internal and external updates from the department. Will draft advocacy correspondence on behalf of senior leadership outlining Penn Medicine’s position on current policy matters, and will brief senior leadership as necessary. Responsible for executive level coordination of state government relations with entity CEOs.
- Participates in meetings for industry associations and outside organizations focused on state government relations and health care policy, including but not limited to the Hospital & Healthsystem Association of Pennsylvania, the New Jersey Hospital Association and various chambers of commerce.
- Leads strategic initiatives and short- and long-term planning activities in collaboration with AVP and VP, including special projects and is the lead on projects as assigned.
- Direct and manage the Associate Director of Government and Community Relations to ensure alignment and coordination across entities.
- Leads and provides direction to a team of public affairs consultants who support the development and execution of Penn Medicine’s state advocacy agenda.
- Ensures compliance with lobbying disclosure and reporting requirements as applicable. Maintains ethical standards of conduct at all times.
Education or Equivalent Experience:
- Bachelor of Arts or Science Political Science/Public Administration or related fields (Required)
- 10+ years Extensive experience in the public sector and/or government relations positions. Knowledge of the legislative process, health care industry and health policy required. Position requires extensive knowledge of hospital issues such as Medicare and Medicaid reimbursement, hospital financing, and regulatory issues. (Required)
