The Defense Sector at Leidos, supporting the Maritime Readiness Division, is seeking a Marine Compliance Manager to support a dynamic high growth organization. The Marine Compliance Manager will work remotely and support a wide variety of manned and unmanned vessels across numerous programs.

The Marine Compliance Manager will report to the Logistics Platform Manager and is responsible for leading the company’s marine compliance, safety management, regulatory assurance, and emergency preparedness programs across the fleet. This position serves as the company’s Designated Person Ashore (DPA) and provides the primary link between vessel personnel and executive management for matters involving safety, environmental protection, regulatory compliance, and the effectiveness of the Safety Management System (SMS). The Marine Compliance Manager serves as a member of the SMS Steering Committee and the company’s Incident Command System (ICS) organization, supporting incident response, investigations, root-cause analysis, corrective and preventive actions, and continuous improvement of marine operations. The role oversees the development, implementation, and maintenance of the SMS and associated policies, procedures, audit programs, emergency-response plans, and compliance frameworks to ensure alignment with applicable U.S. Coast Guard, classification society, ISM, SOLAS, MARPOL, ISPS, and other regulatory and contractual requirements.

The Marine Compliance Manager provides leadership and oversight to the Company Security Officer (CSO) and Assistant DPA, establishes compliance priorities and performance expectations, and ensures marine safety, security, and regulatory responsibilities are effectively integrated across vessel and shore-side operations. The position leads internal audits, inspection and survey readiness, deficiency management, regulatory and class interface, incident reporting, compliance training, and corrective-action closure while advising senior leadership on emerging maritime risks and regulatory requirements. The Marine Compliance Manager works closely with vessel Masters, operations personnel, engineering teams, customers, government agencies, and classification societies to translate regulatory and contractual requirements into practical, executable procedures and to maintain organizational readiness for audits, inspections, emergencies, and operational changes. The role requires substantial marine operational experience, strong regulatory judgment, leadership capability, and the ability to operate effectively across the vessel, operator, government, regulator, and classification-society interface.

Primary Responsibilities

• Report to Logistics Platform Manager for vessel operations across programs
• Manage CSO and ADPA
• Serve as the company’s Designated Person Ashore (DPA), providing the primary communication link between vessel personnel and executive management for safety, environmental protection, regulatory compliance, and Safety Management System matters.
• Lead the development, implementation, maintenance, and continuous improvement of the company’s Safety Management System (SMS) and associated marine compliance programs.
• Serve as an active member of the SMS Steering Committee and provide compliance, regulatory, and operational input into company safety-management decisions.
• Serve within the company’s Incident Command System (ICS) organization and provide leadership during marine incidents, emergencies, and other significant operational events.
• Lead or coordinate incident investigations, root-cause analysis, corrective actions, preventive actions, and verification of corrective-action closure.
• Manage and provide leadership, direction, and oversight to the Company Security Officer and Assistant DPA.
• Establish responsibilities, performance expectations, and priorities for personnel supporting marine compliance, safety management, security, auditing, and regulatory assurance.
• Maintain company readiness for U.S. Coast Guard, classification society, customer, and other regulatory audits, inspections, surveys, and certifications.
• Lead internal marine audits and coordinate external audits associated with the Document of Compliance, Safety Management Certificates, vessel certifications, and other applicable regulatory requirements.
• Manage regulatory and classification-society interfaces, including coordination with the U.S. Coast Guard, ABS and other class societies, and applicable government or customer representatives.
• Oversee marine compliance with applicable ISM, SOLAS, MARPOL, ISPS, Subchapter M, and other regulatory, contractual, and company requirements.
• Oversee the development, maintenance, and implementation of vessel and company emergency-response plans, compliance procedures, marine policies, and associated documentation.
• Ensure identified deficiencies, nonconformities, audit findings, and regulatory issues are appropriately documented, assigned, tracked, corrected, and closed.
• Provide regulatory and compliance guidance to vessel Masters, vessel officers, operations personnel, engineering teams, and shore-side management.
• Translate new and evolving maritime regulations, customer requirements, and industry standards into practical company procedures and vessel-level requirements.
• Develop and deliver marine compliance, SMS, emergency-response, and regulatory training for vessel and shore-side personnel.
• Monitor marine compliance performance and identify trends, recurring deficiencies, operational risks, and opportunities for continuous improvement.
• Advise senior management on significant marine safety, security, environmental, regulatory, and operational risks that may affect company vessels or programs.
• Support vessel security and company security programs and ensure security responsibilities are appropriately incorporated into marine operations and the Safety Management System.
• Coordinate with vessel operations, engineering, security, and other functional departments to ensure marine compliance requirements are incorporated into day-to-day operations and organizational decision-making.
• Promote a strong safety and compliance culture across vessel and shore-side operations through leadership, communication, training, auditing, and accountability.
• Maintain organizational readiness for emergency response, regulatory inspections, vessel certification, operational changes, and emerging maritime requirements.

Basic Qualifications

• Position requires the ability to perform in an arduous duty environment.
• USCG Master License
• 10 Years Experience leading Safety Management Systems
• Certification from Classification Society as an Auditor
• PMP Certification
• Ability to lift 40lbs
• Must be able to communicate effectively
• Must be a US Citizen
• Ability to obtain and maintain required security, facility, and vessel access credentials.

• USCG Company Security Officer Endorsement

Pay Range

Pay Range $116,350.00 - $210,325.00
