Planned Parenthood Great Plains (PPGP) seeks an interim General Counsel for a term of one-year to support its provision of comprehensive sexual and reproductive health care, education, and advocacy in Arkansas, Kansas, Missouri, and Oklahoma. This is a term position with an end date of July 31, 2022 and will be located in Kansas City or Columbia, Missouri. Applicants interested in a part-time work arrangement will be considered.

The interim General Counsel will serve on the Senior Management Team and work to ensure the optimum legal and regulatory outcomes for Planned Parenthood Great Plains (PPGP), which provides comprehensive reproductive health services at 10 health centers across a four-state region. The General Counsel will provide in-house support and advice to ensure that PPGP fulfills its obligations as a health care provider and employer and conducts its business in accordance with all applicable local, state and federal laws. The General Counsel will advise PPGP ancillary organizations as well as collaborate with outside counsel, including Planned Parenthood’s national counsel, on legal issues and restrictions which impact PPGP’s patients’ access to comprehensive sexual reproductive health services. In response to the COVID-19 pandemic, masks, temperature checks, social distancing, and signing-in are required when working on-site.

RESPONSIBILITIES

    • Works with PPGP team members, including two-person Compliance team, to ensure compliance with applicable local, state and federal laws and regulations relating to PPGP’s business activities and mission. Support affiliate-wide compliance program and proactively identify and resolve potential issues of non-compliance.
    • Conducts legal research and provides guidance on issues relating to the provision of health care, employment matters, and contracting.
    • Coordinates PPGP’s legal activities, including working with outside counsel. Strategize and coordinate with Planned Parenthood national counsel on matters impacting PPGP’s mission, including discussions of litigation options and strategy.
    • Directs the maintenance of legal documentation system for the organization, including contracts, leases, policies/procedures, corporate documents, etc.
    • Assists in the development, revisions and implementation of policies and procedures for the organization, including for risk management.
    • Provides training to staff as requested.

REQUIREMENTS

    • EXPERIENCE AND QUALIFICATIONS
    • Juris Doctorate (JD) degree and a minimum of 4-5 years practicing law required.
    • Must be admitted to the state bar of Kansas or Missouri.
    • Prior experience with healthcare law, contract law and employment law required.

Ability to write and deliver effective and persuasive speeches or presentations on controversial or complex topics to top management, public groups, and/or boards of directors. Excellent listening skills
Pay: $70,000-80,000 annually

Planned Parenthood Great Plains has been a leading provider of sexual and reproductive health care for nearly 85 years, serving women, men, and families in communities across Arkansas, Kansas, Missouri, and Oklahoma. Each year, we provide care to nearly 30,000 people in our 11 health centers and reach nearly 5,500 people through our comprehensive sex education programming. As an affiliate of, and accredited by, the Planned Parenthood Federation of America (PPFA), PPGP operates 11 high-quality health centers throughout Arkansas, Kansas, Missouri, and Oklahoma, with a centralized call center and online appointment scheduling. PPGP serves people from diverse backgrounds and with diverse needs. PPGP currently provides reproductive health services in Little Rock AR; Wichita, KS; Columbia, MO; the Kansas City metro area; and Oklahoma City and Tulsa, OK. The medical staff includes board certified OB/GYN and family medicine physicians, as well as nurse practitioners. PPGP’s nurse practitioners collaborate with physicians to provide sexual and reproductive health care, perform examinations, and diagnose and treat infections. PPGP accepts Medicaid and private insurance in Arkansas, Kansas, Missouri and Oklahoma. Our health centers provided comprehensive reproductive health services to nearly 30,000 patients.
PPGP provides comprehensive, age-appropriate sexuality education to more than 5,500 participants each year across our four states. Our education programs promote responsible behavior and honest communication with peers, parents and adults. Teens are given information about how to deal with social pressure and are given medically accurate information about contraception. Programs offer a variety of interactive sexuality education presentations to schools, churches, and community groups on a broad range of topics.
PPGP is a leading advocate for the sexual and reproductive rights of women and men in Arkansas, Kansas, Missouri, and Oklahoma, working tirelessly to block legislation that restricts access to sex education, contraception, and abortion. To conduct more in-depth advocacy efforts, PPGP created Planned Parenthood Great Plains Votes (PPGPV), a sister corporation of PPGP organized under IRS Section 501(c)4. This classification allows PPGPV to engage in political activities and make additional lobbying expenditures that would not be allowed under PPGP’s 501(c)3 tax status. PPGPV maintains professional lobbying programs in Little Rock, Topeka, Jefferson City, and Oklahoma City; monitors federal, state and local legislation and analyzes its effects on PPGP and our patients; informs supporters about proposed legislation and encourages contact with their legislators; and recruits, trains and supports volunteers to work in a variety of advocacy roles.
