Duties

Summary

This position is part of the Department Of Energy, National Energy Technology Laboratory (NETL). As a Attorney-Adviser (General), you will be responsible for reviewing all types of documents such as draft directives, pre-solicitation, solicitations and post solicitation contractual matters, contracts, grants, and cooperative agreements for compliance with law, regulation and sound business judgment. Providing litigation support, legal advice, and opinions.


Responsibilities

There is one vacancy that may be filled in either Pittsburgh PA or Morgantown WV.

As a GS-13 Attorney Adviser (Genera), you will:

  • Reviews all types of documents such as draft directives, pre-solicitation ,solicitations, and post solicitation contractual matters, contracts, grants, and cooperative agreements for compliance.
  • Assists with the negotiation process during contract formation which includes grants and cooperative agreements and award instruments.
  • Provides legal advice, counsel, and opinions to operating program officials, technical staff, and command
    and support components on environmental legal issues.
  • Prepare and review legal briefs.
  • Reviews subcontracts, teaming agreements, financing agreements and other project development documents.
  • Provides litigation support of to the Justice Department and the United States Attorney's Office in suits involving NETL and its programs

As a GS-14 Attorney Adviser (Genera), you will:
  • Reviews all types of documents such as draft directives, pre-solicitation ,solicitations, and post solicitation contractual matters, contracts, grants, and cooperative agreements for compliance.
  • Assists with the negotiation process during contract formation which includes grants and cooperative agreements and award instruments.
  • Prepare pleadings, motions, legal briefs and other court documents, negotiation of settlements, serves as trial counsel.
  • Reviews subcontracts, teaming agreements, financing agreements and other project development documents.
  • Provides professional advice as to finance and budget transactions regarding the Anti-Deficiency Act as it applies to certifying officers at NETL.
  • Negotiates settlements on behalf of the agency before and during litigation.
  • Provides legal advice and opinions on a broad background of legal issues, including labor and employment law, fiscal law, real and personal property law, federal administrative law, claims, Freedom of Information Act (FOIA) requests and Privacy Act requests.

    3) One year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.
