POSITION SUMMARY

Responsible for developing and advocating for Qualcomm’s regulatory positions before the Federal Communications Commission (FCC) and other federal agencies, with a focus on matters relating to new spectrum bands for advanced wireless services. This person will be the line level expert on spectrum regulation and auctions of new spectrum bands and will provide the company’s executive team and business and technical leads advice on regulatory matters pending before U.S. federal agencies.

A successful candidate is a proven leader who can combine complex legal, technical, and business issues and transform them into impactful advocacy strategies that advance 5G technologies, spectrum innovation, automotive connectivity, Industrial IoT, Wi-Fi, Unmanned Aircraft System deployments, and other wireless technologies. The successful candidate has demonstrated success securing favorable regulatory policies, drafting compelling regulatory pleadings, and overseeing successful communications industry transactions and litigation.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Responsible for interfacing with the FCC and other federal agencies via oral and written advocacy to advance Qualcomm policy agenda through implementation of short-, mid- and long-term strategic planning.
  • Represent Qualcomm’s interests and positions with industry associations and at industry events and conferences; participate in think-tanks and other industry partnerships while driving Qualcomm’s strategic objectives.
  • Advise Qualcomm’s executive team and its business and technical leads on availability and timing of new spectrum bands for advanced wireless services.

KEY COMPETENCIES:

  • Demonstrated success securing regulatory policies serving client needs
  • Experience drafting impactful regulatory pleadings
  • Experience with successful communications industry transactions and litigation

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree and a J.D. degree are required
  • At least 15+ years relevant experience, inclusive of 10 years of legal experience in wireless communications regulatory matters
  • Experience in U.S. FCC spectrum regulation

PREFERRED QUALIFICATIONS:

  • Technical/Engineering degree is a plus
  • Demonstrated successful leadership of interdisciplinary teams
  • Experience with spectrum regulations in countries outside the U.S.
  • Excellent verbal and written communications, problem solving, and analytical skills
