Chevron is accepting online applications for the position Counsel/Sr Counsel through November 8th, 2021 at 11:59 p.m. (Central Standard Time).


This Senior Counsel or Counsel position with the Chevron Pipeline and Power business unit (CPP) is based in Houston, TX in the Downstream, Chemicals & Midstream Law Department. The lawyers in this group provide commercial, transactional and regulatory legal support for CPP, which owns and operates pipeline and power assets, and delivers pipeline, power and energy management functional expertise to enhance results in Chevron’s upstream and downstream businesses. The position reports to the Supervising Counsel, CPP.

Responsibilities for this position may include but are not limited to:

  • Provide experienced, high quality legal advice and counsel to CPP management and field teams in the following areas:

    • Crude oil, refined products, and petrochemicals transportation rate and regulatory issues under the Interstate Commerce Act, the Outer Continental Shelf Lands Act, and similar state and federal laws and regulations pertaining to the interstate and intrastate transportation of such commodities.

    • Pipeline safety and environmental regulation by federal and state authorities, including DOT and state equivalents, along with emergency response experience.

    • Handling of agency proceedings in state and federal venues, including proceedings before and filings with the Federal Energy Regulatory Commission.

    • Supply Chain and the procurement of goods and services.

  • Provide legal support by negotiating and drafting commercial agreements with appropriate understanding and interpretation of Chevron’s commercial strategy, while mitigating risks and obtaining optimal value for the business.

  • Be a key resource to the business personnel and other legal team members by providing practical and constructive guidance on legal and commercial risks to ensure Chevron's interests are protected and advanced.

  • Work closely with Chevron's subject matter experts, including tax, finance, intellectual property, compliance, environmental, insurance, international and project management to integrate such guidance into commercial negotiations and agreements.

  • Provide daily advice and advocacy to business clients on a high volume of wide-ranging issues, including interpreting laws, rulings and regulations, analyzing probable outcomes based on legal precedents, and developing commercial and legal strategies.

  • Provide legal advice and support for dispute resolution and pre-litigation strategy and planning and coordinate with the litigation management team as needed.

  • Provide client training and instruction on various aspects of the law, including contracting and compliance.

  • Provide legal support to emergency response teams related to pipeline and power-related incidents.

  • Demonstrate a positive attitude and excellence in professionalism, teamwork, collaboration, and information sharing with clients and colleagues.

  • Communicate clearly, simply and directly. Provide timely and fit-for-purpose reports to business clients and law management.

  • Engage outside counsel when needed in a judicious, cost effective, and closely managed manner.

  • Continuously develop expertise in the legal field of responsibility and be willing to change or take on various roles and responsibilities as needed or for development purposes.

  • Provide supplemental legal support as needed to CPP’s power generation assets and the commercial and operations teams supporting those assets.

Required Qualifications:

  • At least 5 years of directly relevant experience, including a thorough understanding of legal and commercial issues related to the operation of interstate and intrastate crude oil, refined products, and petrochemicals pipelines and other midstream assets.

  • Must have legal authorization to work in the U.S. on a full-time basis.

  • JD from an accredited law school and admitted to practice law in a U.S. state or the District of Columbia, or able to comply with requirements for in-house counsel.

  • Self-starter with ability to deal with a high and diverse workload, including working on several issues in parallel with excellent attention to detail.

  • High ethical standards and ability to maintain strict confidentiality.

  • Excels at collaborating with business clients, other in-house counsel, outside counsel and support staff

  • Excellent written and oral communication skills. Fluent written and spoken English.

  • High attention to detail and an adept commercial and creative thinker who learns quickly and is capable of working productively in a fast-paced team environment. Demonstrated strong commercial negotiation skills.

  • Willingness to travel domestically occasionally.

  • Strong academic background and a commercial, problem solving mindset.

Preferred Qualifications:

  • Demonstrated leadership capability.

  • Supply Chain/Procurement experience.

  • Land/Right-Of-Way experience.

  • Power-related experience (NERC / WECC, EEI, ISDA, ERCOT).

  • Renewable Development experience or interest in Renewables


Relocation Options:
Relocation may be considered within Chevron parameters.
