Position Summary

The Infrastructure Ethics and Compliance Officer is responsible for implementing the Bechtel companywide ethics and compliance program and related compliance activities within the Infrastructure Global Business Unit (GBU) and implements and refines the GBU compliance and ethics strategy.

Responsibilities

  • Provides employees with prospective decision-making guidance and answering questions concerning the Bechtel standards of conduct.
  • Help employees who wish to report potential violations of the Bechtel standards of conduct.
  • Provide overall oversight and hands-on management of the GBU's ethics and compliance program on behalf of the Chief Compliance Officer, GBU president, and senior managers.
  • In collaboration with the GBU Principal Counsel/Head of Legal, assist senior management to assure that the organization's employees are aware of and appropriately educated about the legal requirements of their jobs.
  • Support Compliance Counsel to implement due diligence requirements in the GBU.
  • Advise GBU senior management on matters relating to organizational ethics and compliance.
  • Manage issues relating to ethics and compliance within the organization and ensures all issues are appropriately evaluated, investigated, and resolved, and that confidentiality of information is maintained.
  • Collaborates with other GBUs, area offices, project sites and functions and directs ethics and compliance issues to the appropriate existing channels for investigation and resolution.
  • Develops/implements corrective action plans for resolution of problematic issues, and provides guidance for avoidance of similar issues in the future.
  • Directs and oversees the institution of an effective communication program for the organization to heighten awareness of ethics and compliance.
  • Conducts risk management reviews and identifies potential areas of compliance vulnerability and risk and determines the degree of compliance with controls as set forth in Bechtel policies, management instructions and procedures.
  • Ensures GBU employees are fully aware of their ethics and compliance training obligations, while reinforcing the value this training brings to their daily activities.
  • Appoints and directs compliance contacts and/or coordinators as necessary to assist with the implementation of the ethics and compliance program within the GBU.
  • Provides oversight and direction to the GBU project compliance officers and compliance contacts.
  • Performs additional tasks and duties at the request of the Chief Ethics and Compliance Officer.

Qualifications And Skills

Basic Qualifications

  • Bachelors degree or masters degree (or international equivalent) in finance, business management, law or other compliance related discipline from an accredited college or university with 15+ years of related Ethics and Compliance experience. In lieu of degree, 19+ years of demonstrated experience in an Ethics and Compliance related discipline or function.

Additional Qualifications

  • Excellent written and oral communication skills.
  • Demonstrated ability to coordinate activities with varying levels of management and staff.
  • Must exhibit excellent time-management skills by achieving departmental goals and objectives, while working in a high workload environment.
  • Understands and performs complex and detailed work with accuracy.
  • Ability to be diplomatic and persuasive in situations requiring those qualities.
  • Demonstrated ability to work independently, yet function within the corporate structure.
  • Superior maturity and tact, with the ability to exercise judgment, initiative, and discretion regarding confidential and sensitive mailers.
  • Ability to organize and analyze data and information gathered to support investigative findings and document the effectiveness of the ethics and compliance program.
  • Advanced knowledge of Microsoft Office Suite.
  • Extensive knowledge of Bechtel's policies and procedures.
