Job Profile Summary

The Head of Regulatory Change Identification is a senior management-level position responsible for accomplishing results through the management of a team or department, directing day-to-day activities in coordination with the Legal team. The role reports to the Head of Legal for Regulatory Requirements and Obligations (RRO) within Risk, Regulatory and ESPA Legal. The overall objective of this role is to provide support, advice, and guidance impacting a broad range of practice areas and Citi Businesses and Functions. This role leads a team that conducts regulatory change identification activities for Citi.  This team’s primary activity involves monitoring for and identifying regulatory changes and new regulations applicable to Citi globally in a timely and effective manner. This role requires solid conceptual / practical grounding in the laws, regulations and legislative processes for the geographies in which we operate. The role has management and leadership responsibility for multiple teams, including people, budget, and planning, and authority to negotiate and make independent decisions on issues / activities that have critical impact or influence on company revenues, capital, or business operations.

 

Responsibilities:

  • Serve as a key member of senior leadership for Citi Legal’s Regulatory Requirements and Obligations (RRO) team. 
  • Oversee the implementation of a regulatory change identification program aligned to Citi’s five businesses, global functions, and international presence.
  • Ensure that all changes to laws and regulations globally are timely and effectively identified.
  • Build upon existing strategies for leveraging technology solutions to improve regulatory change identification activities, including increasing Citi’s adoption of automated regulatory change identification methods.
  • Oversee managers and hold overall responsibility for team including staffing, coordination of resources, performance, compensation management, career development and personnel-related matters, as applicable.
  • Act as a strategic business partner and key advisor to senior stakeholders throughout the Company, including maintaining close working relationships with other leaders on the RRO team, Citi Legal, ICRM, and other key stakeholders that participate in and are impacted by the regulatory change identification process, and working in close coordination with in-country ICRM personnel that perform regulatory change identification activities on behalf of the RRO program. This includes engaging with other members of the RRO leadership team and stakeholders across Legal, ICRM, and others involved in Citi’s end-to-end framework for advising on and managing compliance with regulatory changes and new regulations.
  • Represent the firm both internally and externally with clients, governmental bodies, regulators, industry groups or other organizations, including participating directly in discussions with Citi’s regulators and Internal Audit in connection with inquiries and examinations and providing regulator briefings, as necessary, on all aspects of the regulatory change identification program, and presenting to senior management in forums such as business risk and control committees.
  • Appropriately assess risk in relation to the in-scope activities, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

 

Qualifications:

  • 15+ years of relevant industry experience, including experience in an in-house legal, operational, risk management, or compliance role, with experience managing a team responsible for regulatory change identification or equivalent change management processes strongly preferred; 10+ years' managerial experience
  • Experience working with both internal Citi technology and third-party technology vendors in key compliance-related processes, such as regulatory change identification, and experience developing and implementing productivity metrics and frameworks, such as work queues and key process indicators
  • Excellent leadership, interpersonal, organizational and relationship management skills
  • Experience in working with regulators/regulatory bodies is preferred
  • Knowledge and expertise on specific laws, rules and regulations and enforcement actions that may constitute regulatory changes or new regulations, while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business
  • Proven ability to apply sound judgement while managing complex subject matter and issues
  • Experience in managing a large, geographically diverse teams across multiple cultures
  • Comprehensive knowledge of US and international laws and practices
  • Excellent written, verbal, presentation, problem solving and analytical skills
  • Ability to handle multiple complex and confidential matters under time and pressure
  • Effective negotiation skills and ability to build and maintain effective relationships at executive levels

 

Education:

  • Bachelor’s Degree highly preferred or relevant, equivalent experience. Preference for post graduate degree and/or recognized professional qualifications where applicable.

 

Primary Location Salary Range:

$250,000.00 - $500,000.00
