Import Compliance Analyst

The Import Compliance Analyst position focuses on ensuring adherence with company policy and procedures as they relate to local Customs or import laws, regulations, and procedures as well as applicable sanctions laws. The selected individual will be expected to interpret, communicate, guide, and where appropriate, influence business units on compliance processes as they relate to a wide variety of Customs/import transactions or dealings in partnership with other colleagues in compliance. The position requires strong written and verbal communication skills, analytical capabilities, good judgment in identifying issues and elevating to counsel as required, a willingness to learn new compliance procedures, and to be a leader in advocating for customs and import compliance.

 

Import Compliance Analyst responsibilities include but are not limited to:

  • Serve as primary point of contact for supported business unit personnel needing guidance on customs procedures and import law compliance requirements including compliance with applicable Free Trade Agreements, customs marking and labeling requirements, country of origin verification and documentation.
  • Provide guidance and support to the business in managing local customs brokers and related customs filings for the importation of goods including, as needed, assisting with the import classification of goods under the applicable Harmonized Tariff Schedule under consultation with trade counsel.
  • Assist trade counsel and local in-country counsel in coordinating with local customs broker(s) to review, respond and manage all local Customs inquiries including requests for information, responses to import entry seizures or denial of customs entry and customs audit requests.
  • Assist trade counsel in managing applicable duty drawback programs.
  • Manage all legal requirements to maintain the company’s U.S. Free Trade Zones (FTZ) and coordinating with trade counsel to meet FTZ filing, audit, and reporting requirements.
  • Manage the Company’s membership in the Customs Trade Partnership Against Terrorism (CTPAT) Security and CTPAT Trade Compliance by coordinating with the internal compliance colleagues, security organization, supply chain, and trade counsel
  • Collaborate with the Compliance Analysts and Trade Counsel to draft and implement appropriate compliance procedures.
  • As requested, provide training/presentations to impacted personnel within the business unit or to leadership.
  • Partner with Trade Compliance Analysts to provide initial review of contracts which seek modifications to import compliance clauses and provide an assessment of the changes as well as a proposal for further modification, working closely with trade counsel.
  • Work closely with Compliance Law and timely escalate any potential, perceived or actual violations or issues reported by the business units.

 

Required Qualifications:

  • Associate degree.
  • Minimum of 5 years of HTS classification experience of chemicals and O&G commodities and steel equipment
  • Solid understanding of US import regulations, PGAs, import licensing, protectionist import programs, ADCV, Section 232, Section 301
  • Able to work some flexible hours to communicate with personnel in supported business units in a variety of time zones. 
  • Ability to multitask and work in a fast-paced environment.
  • Excellent internal customer support and communication skills
  • Experienced problem solver
  • Intermediate/ Advanced MS Word, Excel, Power Point and SharePoint
  • Proactive learner, inquisitive mindset and well organize.
  • Strong ability to simplify complex concepts.
  • Able to work on site in the Houston HQ on a hybrid schedule.

 

Preferred Qualifications:

  • Bachelor's degree preferred.
  • Selected candidate will be part of Corporate Compliance. Compliance requests are not predictable, and the candidate should be prepared to quickly adjust to business needs for the supported Business Units.
  • The candidate will be part of a team of analysts and may be asked to assist a colleague with another business unit as project or special circumstances warrant.
  • There may be project opportunities to expand learning of other subject areas.

 

Relocation Options:

Relocation will not be considered.
