The transition to Meazure Learning as the new exam administrator, coupled with a shift to a new remote testing format, has contributed to these complications.

Applicants have voiced frustrations over receiving contradictory information about testing protocols and site availability. The initial promise of widespread testing locations across California has been severely undercut by the actual provision of only a handful of available sites. This situation has forced some candidates to consider costly and inconvenient arrangements, such as extensive travel or overnight stays, to reach their assigned testing locations.

According to a report from Reuters, the State Bar has responded to these issues by opening additional testing sites outside California and offering reimbursements for certain nonrefundable travel expenses. These measures aim to alleviate some of the stress and financial burden placed on applicants, especially those who have had to make last-minute changes to their testing plans.

Despite these efforts, the run-up to the February exam has been described by Leah Wilson, executive director of the State Bar, as "messy." Acknowledging the hardships faced by applicants, Wilson expressed a commitment to rectifying the situation through better coordination with Meazure Learning and exploring alternative testing options, including potential hybrid models for future exams.
