The Department of Healthcare and Family Services, Office of Inspector General (OIG) is seeking a highly capable and experienced attorney to serve as General Counsel for OIG. The ideal candidate for this challenging and rewarding role will have legal management and supervisory experience in an investigatory or regulatory organization. In addition to impeccable technical legal skills and an accomplished professional record, the ideal candidate will demonstrate the ability to exercise sound judgment in the identification of priorities, work collaboratively with internal and external partners, proactively address issues, and ensure timely completion of all work. They will exhibit strong leadership skills, demonstrate independent initiative, achieve their strategic goals, and will possess strong written and verbal communication skills.

Job Responsibilities

  • Serves as General Counsel for the Office of Inspector General (OIG)
  • Serves as full line supervisor
  • Advises and consults with the Inspector General and other senior staff on legal matters involving OIG activities
  • Manages litigation to which OIG is party or witness
  • Serves as liaison and legal expert with Department staff and other State agencies to coordinate and improve the administrative hearing process on medical vendor and child support enforcement matters
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college
  • Requires possession of a license to practice law in Illinois
  • Requires four years professional experience in the practice of law

Preferred Qualifications

  • Four (4) years of professional experience organizing, directing, evaluating activities of attorneys and subordinate legal staff within an investigatory or regulatory organization
  • Four (4) years of professional experience advising and counseling senior leadership within an organization on legal matters
  • Four (4) years of professional experience supervising attorneys and subordinate staff
  • Four (4) years of professional experience serving as a legal liaison with an organization’s external stakeholders, such as law enforcement or regulatory entities
  • Four (4) years of professional experience litigating or managing litigation in the courts or administrative proceedings
  • Four (4) years of professional experience implementing change management, process improvement, and strategic planning
  • Four (4) years of professional experience developing policies and procedures, regulations, and/or legislation
  • Four (4) years of professional experience working with confidential information or sensitive issues
  • Four (4) years of professional experience presenting to internal and external stakeholders orally and in writing
