The United Nations Security Council recently held a groundbreaking meeting to discuss the emerging reality of artificial intelligence (AI). The meeting highlighted the potential benefits and risks of integrating AI into our daily lives.

AI has shown immense potential to revolutionize approaches to human rights. For instance, according to Jurist.com, the United Nations Support Mission in Libya has used technology to monitor citizens' responses to policies, leading to significant advancements in the nation's 2022 Global Peace Index. The UN has also leveraged AI to track ceasefires, identify violence trends, and enhance peacekeeping operations globally.

However, the potential misuse of AI also poses significant risks. Several speakers, including the UK's Secretary of State for Foreign, Commonwealth, and Development Affairs, warned that AI could disrupt global peace and security and challenge basic assumptions about defense and deterrence. The development of fully autonomous weaponry using AI also threatens peacekeeping efforts.

UN Secretary-General António Guterres highlighted the potential for AI-enabled cyberattacks on critical infrastructure and peacekeeping and humanitarian operations, causing significant human suffering. He also addressed the issue of bias and discrimination that unregulated AI systems might perpetuate. Generative AI could amplify hate speech and disinformation, posing global security threats. The spread of deep fakes on social media, in particular, could incite hatred and violence by propagating conspiracy theories.

Guterres called for a global approach to AI legislation and governance, acknowledging that the unique nature of AI and AI systems may require universal governance. He encouraged member states to support the establishment of a new UN institution to help countries use AI responsibly while mitigating potential risks. This organization would also help bridge the skills gap between authorities and other administrative agencies and support AI research and development for long-term development. He further challenged governments to develop national policies on the responsible use of AI.

The UN Security Council's meeting underscored the importance of a balanced approach to AI, recognizing its potential benefits while also addressing its risks. The call for a global approach to AI legislation and governance is a significant step towards ensuring that AI is used responsibly and for the greater good.
